A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, APPROVING THE REQUEST OF PLAINVIEW RODEO
ASSOCIATION TO HOST THE "BARNONE RODEO 69 PARADE ";
AUTHORIZING THE FILING OF THE AGREEMENT FOR THE
TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY WITH THE
TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS EVENT;
DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND
AGREEING TO COMPLY WITH REGULATIONS.
WHEREAS, the Texas Department of Transportation owns and operates U.S.
Highway 70 (5 Street) in the corporate limits of the City of Plainview; and
WHEREAS, the U.S. Highway 70 crosses Broadway Street within the corporate
limits of the City of Plainview; and
WHEREAS, the intersection of U.S. Highway 70 and Broadway Street is the
critical vein for parade use; and
WHEREAS, the City of Plainview received a request from the Plainview Rodeo
Association on May 30, 2013 for police assistance in its 69 annual BarNone Rodeo
Parade; and
WHEREAS, the City Council of the City of Plainview finds that such parade
serves a public purpose in that the parade recognizes this historic event; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest for the citizens of Plainview that the BarNone Rodeo Parade be held this year
on Saturday, June 22, 2013 and use the traditional parade route on Broadway Street.
The parade will originate at 11:00 a.m. at the Santa Fe Depot and conclude at
Broadway Park; and
WHEREAS, the Texas Department of Transportation requires the Local
Government to submit a completed Agreement for the Temporary Closure of State
Right -of -Way for use of U.S. Highway 70 in such public events as a parade; and
WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's
authorized official. The authorized official is given the power to apply for or terminate
such Agreement on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that:

The request from the Plainview Rodeo Association to host the BarNone Rodeo's
69th Parade for June 22, 2013 is hereby approved.
The public purpose of this event is to recognize the annual and historic BarNone
Rodeo.
Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT -OF -WAY with the Texas Department of Transportation is hereby
approved.
The Mayor is hereby authorized and directed to execute, respectively, on behalf
of the City of Plainview, all necessary documents, including the AGREEMENT FOR
THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY, to complete the parade
preparation process.
