HomeMy WebLinkAboutR13-29596 RESOLUTION R13 -295 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF PLAINVIEW YMCA TO HOST THE "YMCA 5K ROAD RACE AND 1 MILE WALK "; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT.OF -WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS ROAD RACE; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS. The Texas Department of Transportation owns and operates FM 3566 (SW 3rd Street) and Hwy 194 (Quincy Street) in the corporate limits of the City of Plainview; and WHEREAS, the City of Plainview received a request from the Plainview YMCA on October 9, 2013 for police assistance during the YMCA's 5k Road Race and 1 Mile Walk; and WHEREAS, the YMCA 5K Road Race will follow a route on the following State owned and operated streets within the corporate limits of the City of Plainview: from the start at the YMCA building (313 Ennis) and run northward on Ennis Street to W. 4th Street, turning right (eastward) on W.4 Street and continue to Quincy Street, turning right and running southward on Quincy Street to SW 3rd Street (FM 3466), then turning right on SW 3` Street (FM 3466) and running westward on SW 3rd Street (FM 3466) to Ennis Street. The race will then turn right onto South Ennis Street and run northward to the YMCA building. The race will end at the YMCA parking lot; and WHEREAS, the YMCA 1 Mile Walk will begin at the YMCA and turn around on W. 4 Street, concluding at the YMCA parking lot; and WHEREAS. the City Council of the City of Plainview finds that such events serve a public purpose in that it increases the public awareness in the importance of physical fitness; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the YMCA 5K Road Race and 1 Mile Walk be held this year on Saturday, November 23, 2013, from 9:30 a.m. to 11:00 a.m and use the above stated routes; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed Agreement for the Temporary Closure of State Right of Way for use of State Highway 194 (Quincy Street) from W 4 Street to FM 3466 (SW 3` Street) and from FM 3466 (SW 3rd Street) to Ennis Street in such public events as a road race sponsored by the Plainview YMCA; and Res. No. R13 -295 YMCA Road Race 2013 Page 1 of 3 WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview That: The request from Plainview YMCA to host the YMCA 5K Road Race and the 1 Mile Walk for Saturday, November 23, 2013, is hereby approved. The public purpose of these events is to increase the public awareness in the importance of physical fitness. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY with the Texas Department of Transportation is hereby approved. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY, to complete the Plainview YMCA road race preparation process.
