First item on the agenda: Approval of March 2003 minutes. Minutes were approved as read.
Second item on the agenda: Swearing in of new members: Glenn Bickel and Kenny Brown
sworn in.
Third item on the agenda: The request of Jose Gonzales for a variance of two (2) feet of the
required five (5) foot side setback as stated in Section 34 of the City of Plalnview Zoning
Ordinance to construct a I2'X20' carport in a Single-family Residential (R-2) Zoning District,
and being Lot 7, Block 27, Highland Addition, Plainview, Hale County, Texas the same being
504 W. 11th Street. Jose Gonzales is present. Larry Gould showed the Board a map of the
neighborhood and a site plan of the proposed carport. There were two (2) favorable responses
received from the surrounding property owners and none received opposing the request. Glenn
Bickel asked what type of construction materials would be used. Jose Gonzales said he would be
using steel for the roof and cement for the floor and the carport would not be attached to the
house. Richard Herrera made motion to approve the request for a variance based on this being
the only logical place for the carport and positive response from the neighborhood. Glenn Bickel
seconded. Motion carried 4-0.
Fourth item on the agenda: The request of Neil Dunavant for a variance of nineteen feet six
inches (19 feet 6 inches) of the required twenty-five (25) foot front setback as stated in Section
34 of the City of Plainview Zoning Ordinance to construct an 18'X22~ carport in a Single-family
Residential (R-2) Zoning District, and being Lot 7, Block B-10, Wayland Heights Addition,
Plai'nview, Hale County, Texas the same being 120 SW l0th Street. Neil Dunavant is present.
Larry Gould showed the Board a map of the neighborhood and a site plan of the proposed
carport. Neil Dunavant said the carport would be a pre-fabricated carport with Joe Mote
installing it. Neil Dunavant said the carport is "nine (9) feet high and will not go under the rain
gutter" so he needs "another foot out from the house from where we were talking about." He
asked, "How far from the front property line is it supposed to be?" Ray Jameson responded,
"You're on a narrow street and ifI didn't know better, I'd say your house is probably in sin when
you started." Neil Dunavant said, "Fourteen and a half (14 V2) inches from the curb at the front -
how far from that does the carport have to be?" Larry Gould said, "you need to be five and one
half (5 V2) feet inside your property line." Neil Dunavant said, "In order to do that, it has to go
up against the house and it won't do it - I need another foot out there - four and a half (4 V2) feet.
Larry Gould asked if we would have to re-advertise to do this. Ray Jameson said he did not
think so. Larry Gould asked if we can grant it that way. Ray Jameson said, "We sure can. You
and him can work the thing out but the Board has a full understanding so you won't have to take
any more problems. You will have to sit down with John." Neil Dunavant said,"Since 'ne was
there this evening, I went and measured how tall it was and it will not go under there. I didn't
measure it til the last thirty (30) minutes ago. It is nine (9) foot high and just eight (8) foot high
under the house so I need four and a half (4 ½) feet instead of five and a half (5 ½) feet." There
were five (5) responses received from the neighborhoodi all in favor of the request. Glenn
Bickel made motion to approve the variance based on this being the only logical placement for
the carport and the positive responses received from surrounding property owners. Kenny
Brown seconded. Motion carried 4-0.
Fifth item on the agenda: The request of Peter and Esmeralda Arteaga for a variance of eighteen
feet nine inches (18 feet 9 inches) of the required twenty-five (25) foot front setback and three
feet six,..inches (3. feet 6.baches)- or. the required fiv_e (5) foot side setback as stated in Section 34
of the City of Plainview Zoning Ordinance to construct a 20'X23' carport in a Single-family
Residential (R-2) Zoning District, and being Lot W20'-15 E30'-16, Block 5, Gardenville
Addition, Plainview, Hale County, Texas the same being 2014 W. 26th Street. Peter Arteaga is
present. Larry Gould showed the Board a map of the neighborhood and a site plan of the
proposed carport. There were no neighborhood responses received. Richard Herrera asked if the
dirt driveway would be changed. Peter Arteaga said he would be making it a concrete driveway.
He said this carport would look like the other Carports in the neighborhood. Glenn Bickel made
motion to approve the variance request based on no negative response from the neighborhood
and this being the only logical placement for a carport. Richard Herrera seconded the motion.
Motion carried 4-0.
