HomeMy WebLinkAbout90-2824ELECTION ORDINANCE NO. 90-2824 AN ORDINANCE CALLING AND SETTING THE DATE FOR THE REGULAR MUNICIPAL ELECTION; SETTING DATE FOR RUN-OFF ELECTION; DESIGNATING PRECINCTS AND POLLING PLACES; DESIGNATING THE ELECTION FOR A MAYOR AND COUNCILMEMBERS FROM PRECINCT 1; PRECINCT 2, PRECINCT 3 AND PRECINCT 4 AND CIVIL SERVICE PROPOSITION; APPOINTING ELECTION OFFICIALS; SETTING HOURLY RATE FOR ELECTION OFFICIALS; AND POSTING NOTICE OF ELECTION. NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF PLAINVIEW, TEXAS: Section 1: Election. In accordance with the statutes and laws of the State of Texas, and the Charter of the City of Plainview, an election shall be held in and for the City of Plainview on the first Saturday in May, 1990, the same being the fifth day of the month, and'all persons qualified to vote in said City under the Election Laws of the State of Texas shall be allowed to vote there. Said election shall be held in the polling places designated in Section 3 of this Ordinance, and shall be open from 7:00 a.m. to 7:00 p.m., and all electors shall vote in the voting precincts in which said voter resides, and the place provided for voting as designated in Section 3 of this Ordinance. Section 2: Run-off EleCtion. That in event a run-off election is necessitated, said run-off election shall be held in and for the City of Plainvi~w on the fourth Saturday in May, 1990, the same being the twenty-sixth day of May, 1990, as provided by the statutes and laws of the State of Texas; and the Charter of the City of Plainview, Texas. Section 3: Precincts and Polling Places. That said election shall be held in each of the designated precincts within the City and at the designated polling places within each precinct as designated by Section 9 of the Charter of the City of Plainview, Texas. Section 4: Election for Mayor, Councilmembers from Precincts and Civil Service Proposition. The regular Municipal Election to be held on the first Saturday in May, 1990, the same being the fifth day of the month, for the election of Mayor and four Councilmembers to serve on the City Council for the City of Plainview, Texas and a Civil Service Proposition are as follows: 1. A Mayor to be elected at large; 2. A Councilmember to fill Precinct One on the City Council of the City of Plainview as designated in Section 9 of the Charter of City of Plainview, Texas; 3. A Councilmember to fill Precinct Two on the City Council of the City of Plainview as designated in Section 9 of the Charter of the City of Plainview, Texas; 4. A Councilmember to fill Precinct Three on the City Council of the City of Plainview as designated in Section 9 of the Charter of the City of Plainview, Texas; 5. A Councilmember to fill Precinct Four on the City Council of the City of Plainview as designated in Section 9 of the Charter of the City of Plainview, Texas; 11 of 14 6. A proposition to adopt or defeat the Civil Service proposition for the Fire Department. Section 5: Election Officials. Said election shall be conducted by the following presiding judges who are hereby appointed to hold said election. Precinct 1: Precinct 2: Precinct 3: Precinct 4: ~Precinct 5: Precinct 6: Precinct 7: Rosa Zuniga Norbert Bublis Radine Hendsrson Evelyn Raper Bill Stanford Mary Sherman Alfred Henderson Rosa Zuniga and Josefa Salas are hereby appointed as the election officials of Precinct 1. Rosa Zuniga shall act as the presiding judge of Precinct 1, and Josefa Salas is hereby appointed first alternate judge and to act as presiding judge of Precinct 1 in the event that Rosa Zuniga is for any reason unable to serve as such presiding judge. Norbert Bublis and Pat Bublis are hereby appointed as the election officials of Precinct 2. Norbert Bublis shall act as the presiding judge of Precinct 2, and Pat Bublis is hereby appointed first alternate judge and to act as presiding judge of Precinct 2 in the event that Norbert Bublis is for any reason unable to serve as such presiding judge. Radine Henderson and Clara Goswick are hereby appointed as the election officials of Precinct 3. Radin~ Henderson shall act as the presiding judge of Precinct 3, and Clara Goswick is hereby appointed first alternate judge and to act as presiding judge of Precinct 3 in the event that Radine Henderson is for any reason unable to serve as such presiding judge. I Evelyn Raper and Doyle Raper are hereby appointed as the election officials of Precinct 4. Evelyn Raper shall act as the presiding judge of Precinct 4, and Doyle Raper is hereby appointed first alternate judge and to act as presiding judge of Precinct 4 in the event that Evelyn Raper is for any reason unable to serve as such presiding judge. Bill Stanford and Betty Stanford are hereby appointed as the election officials of Precinct 5. Bill Stanford shall act as the presiding judge of Precinct 5, and Betty Stanford is hereby appointed first alternate judge and to act as presiding judge of Precinct 5 in the event that Bill Stanford is for any reason unable to serve as such presiding judge. Mary Sherman and Nova Sherman are hereby appointed as the election officials of Precinct 6. Mary Sherman shall act as the presiding judge of Precinct 6, and Nova Sherman is hereby appointed first alternate judge and to act as presiding judge of 12 of 14 Precinct 6 in the event that Mary Sherman is for any reason unable to serve as such presiding judge. Alfred Henderson and Rubye Henderson are hereby appointed as the election officials of Precinct 7. Alfred Henderson shall act as the presiding judge of Precinct 7, and Rubye Henderson is hereby appointed first alternate judge and to act as presiding judge of Precinct 7 in the event that Alfred Henderson is for any reason unable to serve as such presiding judge. It is further provided that the maximum number of clerks which shall be appointed to serve in said election, shall not be in excess of 3 persons for each precinct. Section 6: Hourly Rate for Election Officials. It is further provided that the hourly rate for Presiding Election Judges shall not exceed $5.00 per hour, and the hourly rate for Clerks shall not exceed $4.00 per hour. Compensation for delivery of election records shall not exceed $25.00. Section 7: Posting Notices of Election. Notice of said election shall be given by posting and by publication of a copy of this ordinance, and a copy of "Notice of General Election." Thirty days previous notice of said election shall be given by posting a copy of this Ordinance and Notice of General Election in three public places and City Hall bulletin board, and in each of the seven voting precincts. Notice by publications shall also be made by publishing notice of said election in the Plainview Daily Herald, said publication not to be more than thirty days nor less than ten days prior to the election. Section 8: Ordinance to Election Officials. A copy of this ordinance shall also be served upon each of the election officials who have been designated to hold the election. 13 of 14 Passed and approved this 13th day of March, 1990. E.V.
