HomeMy WebLinkAbout09.22.2003 BA MinutesBOARD OF ADJUSTMENTS MINUTES 9-22-03 BOARD MEMBERS PRESENT: Ray Jameson, Max Browning, Richard Herrera, Glenn Bickel STAFF MEMBERS PRESENT: Larry Gould - Chief Building Inspector, Katy Seals - Community Development Secretary OTHER GUESTS PRESENT: Ruben Ybarra, Arthur Rodriguez, Pedro Dominguez, Carol Torres, Albert Torres First item on the agenda: Approval of August 2003 minutes. Richard Herrera made motion to approve minutes as read. Max Browning seconded. Motion carded 4-0. Second item on the agenda: BA Case # 1457. The request of Pedro and Elsa Dominguez for a variance of twenty-one (21) feet of the required twenty-five (25) foot front setback and five (5) feet of the required five (5) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 14'X40' carport in a Single Family Residential (R-2) Zoning District, and being Block 11, Lot 12, College Hill Addition, Plainview, Hale County, Texas the same being 806 Nassau Street. Pedro Dominguez is present to answer questions from the Board through interpreter Arthur Rodriguez. Larry Gould showed the Board pictures of the property and a site plan of where the proposed carport would be placed. There were five (5) responses received, four (4) in favor of the request and one (1) against it. Larry Gould showed the Board a map of the surrounding property owners who were notified of the request, pointing out the locations of those who replied. Glenn Bickel asked if Pedro Dominguez was planning to pour more concrete for a driveway and Pedro Dominguez replied he would be. Glenn Bickel made a motion to approve the variance request based on this being the only logical place for a carport and mostly positive response from the neighborhood. Max Browning seconded. Motion carried 4-0. Third item on the agenda: BA Case # 1458 Application withdrawn Fourth item on the agenda: BA Case # 1459 The request of Arthur Rodriguez for a variance of twenty-two (22) feet of the required twenty-five (25) foot front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 20'X24' carport in a Single Family Residential (R-2) Zoning District, and being Block 8, Lot 10, Unit 1, Thunderbird Addition, Plainview, Hale County, Texas the same being 1118 W. 28th Street. Arthur Rodriguez is present to answer questions from the Board. Larry Gould showed the Board pictures of the property and a site plan of where the proposed carport would be placed. There were four (4) responses received from the surrounding property owners who were all in favor of the request. Larry Gould showed the Board a map of the property owners who were notified and pointed out those who responded. Ray Jameson asked if the carport would be a pre-fabricated carport and Arthur Rodriguez said it would not be. He said it would be constructed of metal. Glenn Bickel asked if the carport would come out to the existing sidewalk and Arthur Rodriguez said it would be a couple feet off the sidewalk. Richard Herrera made a motion to approve the variance based on the positive response from the neighborhood and this being the only logical place for the carport. Glenn Bickel seconded. Motion carded 4-0. Fifth item on the agenda: BA Case # 1460 The request of Ruben Ybarra for a variance of twenty-five (25) feet six (6) inches of the required forty-three (43) foot front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 24'X30' carport in a Commercial General Business (C-3) Zoning District, and being Block 1, S25.6'-4, N26.2'-5, Gardenville Addition Plainview, Hale County, Texas the same being 2505 Quincy Street. Ruben Ybarra is present to answer questions from the Board. Larry Gould showed the Board pictures of the property and a site plan showing where the proposed carport would be placed. There were two (2) responses received from the neighborhood, both in favor of-the request. Larry Gould showed the Board a map of the surrounding property owners who were notified and pointed out the location of those who replied. Glenn Bickel made motion to approve the variance based on this being the only logical place for a carport and the positive response from the neighborhood. Richard Herrera seconded the motion.
