A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS APPROVING THE REQUEST OF PLAINVIEW RODEO
ASSOCIATION TO HOST THE "PLAINVIEW BAR NONE RODEO
PARADE"; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE
TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING
THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING
TO COMPLY WITH REGULATIONS.
WHEREAS, the Texas Department of Transportation owns and operates U.S.
Highway 70 (5t' Street) in the corporate limits of the City of Plainview; and
Whereas, the U.S. Highway 70 crosses Broadway Street within the incorporated
limits of the City of Plainview; and
Whereas, the intersection of U.S. Highway 70 and Broadway Street is the critical
vein for parade use; and
WHEREAS, the City of Plainview received a request from the Plainview Rodeo
Association on June 2, 2015 for police assistance in its 2015 Plainview Bar None Rodeo
Parade; and
WHEREAS, the City Council of the City of Plainview finds that such event serves
a public purpose in that the parade recognizes the Rodeo as an historic event; and
WHEREAS, the 2015 Bar None Rodeo Parade will be on Saturday June 20, 2015
beginning at 11:00 a.m. at the Santa Fe Depot on 12th Street, going south on Broadway
Street, then crossing U.S. Highway 70, and will be ending in Broadway Park and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest for the citizens of Plainview that the 2015 Bar None Rodeo Parade be held this
year on Saturday, June 20, 2015 and use the above referenced route; and
WHEREAS, the Texas Department of Transportation requires the Local
Government to submit a completed Agreement for the Temporary Closure of State Right -
of -Way for use of U.S. Highway 70 (5t' Street) in such public events as this 2015 Bar
None Rodeo Parade; and
WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's
authorized official. The authorized official is given the power to apply for or terminate such
Agreement on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that:

The request from the Plainview Rodeo Association for the 2015 Bar None Rodeo
Parade for June 20, 2015 is hereby approved.
11.
The public purpose of the parade recognizes the Rodeo as an historic event.
111.
Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby
approved.
IV.
The Mayor is hereby authorized and directed to execute, respectively, on behalf
of the City of Plainview, all necessary documents, including the AGREEMENT FOR
THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY to complete the Plainview
Rodeo Association's 2015 Bar None Rodeo Parade preparation process.
