MINUTES
The Main Street Program Coordinating Board met Monday, March 2, 2015 in the City Council
Chambers at City Hall. The meeting was called to order by Main Street Manager, Melinda Brown at
12:35 P.M.
Board members in attendance were as follows: Beverly McCaskill, Paul Drager, Phillip Shackelford,
Debbie McPherson, Dr. Michael Graves, Janice Payne, Chris Lefevre, and Diane Book. Others in
attendance were Teressa King, Susan Blackerby, Andrew Freeman, Kelly Carpenter, and Larry Hunter.
The minutes of January 29th meeting were looked over and approved. Janice made the motion for
approval and Diane seconded the motion.
Melinda asked for nominations for Secretary. Janice nominated Diane. Janice moved by acclamation and
Beverly seconded this motion. All approved, and Diane is Secretary.
Melinda introduced the guest- Debra Drescher -from the Texas Historical Commission. She is State
Coordinator of the Main Street Program. She is conducting a seminar in Main Street 101.
Debra's discussion began with the Who, What, Where, and Why of a Main Street Program.
Who- Advisory Board and committees
Volunteers, property owners, stake holders
What -A revitalization effort with historical preservation of original buildings, incentives for
New businesses utilizing older buildings, and create a market place and activities
Where -Downtown Plainview
Why -Promotion, economic development for the City, preservation, create a special Overlay
district
We went on a 15-20 minute walk in the area of City Hall to look at some empty building structures and
to look at possibilities to renovate for the Program.
Debra suggested to the Board to utilize a system made up of committees to accomplish the growth of a
Main Street Program. This system called the 4 POINT APPROACH utilizes 4 committees that all work
towards the same goal -Organization, Design, Promotion, Economic Restructuring. We heard from Kelly
Carpenter from the Zoning/Building Enforcement and from Larry Hunter from the City Code
Enforcement. These offices will be working with parts of any preservation/restruction of buildings in the
Main Street Program.
Melinda discussed some ideas of creating an Entertainment District and if the Board wanted to move
forward with this idea. It was a general consensus to continue developing the idea but changing to a
Special Overlay District. Beverly made a motion to create a Task Force to explore this type of District and
Phil seconded the motion. Beverly volunteered to get a Task Force moving toward this direction.
For the 4th of July activities, there was discussion on what the Board could do to help with the plans for
the Red, White, and Moo event. At this time, it was decided to help with the parade. The planned
Carshow and Burnout will be scheduled with 2nd Friday.
Wrapping up the meeting, the Board made a tentative "To Do" list for Main Street objectives -
Guidance for business owners, curb appeal, work with Downtown Association, create "Entertainment
District", trees, downtown master plan, new construction on some street areas, and sidewalk dining.
The activities that are presently occurring in Plainview are Art Walk/2nd Friday, Cowboy Days, Rodeo,
Walk A Mile in Her Shoes, Juneteenth, Christmas Parade, and July 4th Days.
Motions were presented to select committee chairs: Beverly made a motion to nominate Janice as
Design chair and Chris seconded — committee approved 9-0; Beverly made a motion to nominate Phil as
the Economic Restructuring chair and Janice seconded — committee approved 9-0; Chris made a motion
to nominate Paul as the Promotions chair and Beverly seconded — committee approved 9-0 and Janice
made a motion to nominate Beverly for Organization chair and Michael seconded — committee
approved 9-0.
Chris made a motion to adjourn and Janice seconded the motion. This meeting was adjourned at
5:15p. m.
