HomeMy WebLinkAboutR15-344274 RESOLUTION R15-344 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF THE PLAINVIEW HERALD TO HOST THE COWBOY DAYS PARADE; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates U. S. Highway 70, in the corporate limits of the City of Plainview; and WHEREAS, the City of Plainview received a request from the Plainview Herald on August 24, 2015 for police assistance in its Cowboy Days Parade; and WHEREAS, the Cowboy Days Parade will begin 10:30 a.m. at 12th and Broadway, crossing U.S. Highway 70, and ending at Broadway Park; and WHEREAS, the City Council of the City of Plainview finds that such an event serves a public purpose in that the parade celebrates Hale County's heritage; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the Cowboy Days Parade be held this year on Saturday, September 19, 2015 and use the above stated route; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT- OF- WAY for use of U.S. Highway 70, in public events as this Cowboy Days Parade; and WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: The request from the Plainview Herald to host the Cowboy Days Parade for Saturday, September 19, 2015 is hereby approved. R15-344 Cowboy Days Parade 2015 Page 1 of 2 275 II. The public purpose of this event is to celebrate Hale County's heritage. III. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby approved. IV. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY, to complete the preparation process for this parade.
