The following persons attended the library board meeting:

Sigwald opened the meeting with a discussion on the selection
of a new board member. Paul Evans was mentioned as a prospective
board member, but because he lives outside the Plainview city
limits he could not serve on the board. It was decided that
they would check into his becoming an associate member. Bobby
James felt that someone who would be a liaison between Wayland
Baptist University and the Unger Library would be a good thing.
Sigwald did not feel that it was necessary to have the board
member be from Wayland, but felt it would be a good idea to
have a minority, possibly a hispanic.
Sigwald asked if anyone had joined the Texas Library Association.
There is to be a District 9 meeting at Texas Tech on Saturday,
October 6, he told the group. He also said that the meeting
would be held here in Plainview next year and that it might be
a good idea for them to attend the Lubbock meeting so they would
know what to expect next year.
Mr. Sigwald brought up the discussion of the problem the library
has with making new cards for patrons who have left their cards at
home and do not want to go get them. They had rather pay the
dollar for a new card. Susan Wilson suggested that we charge
a dollar fee for writing in a number for a patron, instead of
making a new card.
Sigwald discussed the possibility of having a homebound delivery
program. He had already had some volunteers to hlep with it.
Susan Wilson suggested that the people who drive the Senior
Citizens van could take a certain day and bring patrons from the
Senior Citizens Center. Also, a van might be used to bring some
of the elderly people over from the nursing homes to check out
books. Linda Terrell said she thought it would be a good idea
to have current periodicals to circulate in connection with the
home -bound van. Sigwald said he could just double his subscriptions
to some of the more popular periodicals.
Sigwald told the board members that he was working on plans to
have a pre-school story hour. He said he would be getting different
people to give the story hour but wanted to be very careful about
the content of the programs presented to the children.
Sigwald talked about putting a ramp in front of the library for
people who are handicapped. It is scheduled to be done in the
next two months. Shirley Igo said that a door with an electric

eye would be real handy. Consideration of the matter of installing
this type door would be looked into. It might have to wait
until more capital expenditure money is available.
Sigwald said he was trying to find a new employee to replace Tesa
Caddel who had moved to Austin. He explained that he was trying
to find someone who would be proficient in several categories
relating to library work.
Sigwald explained to the group that we would not be using West
Texas Library Film Circuit (WTLFC) films any more and would be using
only WTLS films, which would make the film service less expensive.
He discussed the interlibrary loan service and how it is becoming
a very effective method of acquiring books and materials not
found in our local collection. He said he was looking at this
loan service in cooperation with Wayland Baptist University to
make it even more effective.
Shirley Igo talked about the adult education pilot program in
Lubbock (at the Mahon Library) this year. Next year it could
become a regular program.

DIRECTOR'S REPORT ON LIBRARY ACTIVITIES

I forgot to mention a quilt exhibit held at the library in May.
The quilts were outstanding and the response was very good.
Also, we had a poster diplay on the Holocaust from May -June on
the balcony. The Anti -Defamation League of B'nai B'rith published
the posters to be used in conjunction with 1983 Days of Remembrance
sponsored by the United States Holocaust Memorial Council.
On July 23, as a culmination to the summer reading program (theme:
Magical Mysteries) we had magician Bart Glatt come from Lubbock
to present a magic show. It was very successful with over 200
(mostly children) attending. Registration for the summer reading
program was about 160.
The Unger Library now has Polaroid Sun 660 cameras available for
circulation to library card holders. They were given to us by
the Polaroid Corporation. Of course, you have to buy Polaroid film...
but they have been very popular.
I hope y'all have been noticing (and reading!) the "From the Library
Shelves" book review column in the Herald. I'm still working with
them on a set date and frequency, but the format is pretty well set.
Anyone interested in writing reviews?
Our new collection development policy is now in effect (even with
only two signatures --at least the pres. signed it!). A copy is
available at the reference desk for patrons who are interested...
We now have a mail order catalog collection located near the periodicals.
It seems to be pretty popular so far. I've sent letters to various
mail-order companies and have requested that we be put on their
catalog mailing lists.
We have had a display of books which have been challenged in schools
and libraries in the U.S. for Banned Books Week, September 8-15.
Comments have been favorable.
Now that our display case is lockable I would like to have regular
displays. We'll see what the public response is.
We're short one staff member--Tesa Caddel left --so things have
slowed down somewhat. We're still looking, though...
I'm working on establishing some sort of home delivery service for
those persons in the community who are unable to physically come
to the library.
We're working on getting a wheelchair ramp for the front of the
building. We'll probably pull out the islands and make half (or
more) of the front area restricted handicapped parking. Also, I
would like to have a book drop which deposits books directly into
the building installed.
