Addendum to Minutes: Unger Memorial Library Advisory Board
John Sigwald phone canvassed the UML Board regarding the Unger
Library Internet Policy's compliance with the Neighborhood Children's
Internet Protection Act (NCIPA) specifications that itemize warnings
for children using the Internet. John has written an addendum to
the UML Internet policy addressing each of the five Internet safety
points regarding minors. A copy of the Internet Safety Policy
regarding the safety and security of minors is attached.
John talked to David Isaacson,,Maisie Jones, and Barbara Green on the
phone who gave their consent to make ,this addendum. Messages were
left for Caroline Kopp and Sharon Morgan. All were informed that
this matter would be addressed further at the UML Advisory Board's
next meeting which will be held the second week in September.
• NCIPA Internet Safety Policy compliance regarding the safety and security of minors:
Compliance with the Neighborhood Children's Internet Protection Act (NCIPA) in order to
receive E-rate discounts requires the following statements which directly address children's
safety in use of the Internet in the public library:
1) Children will not be permitted to view "inappropriate matter" which will be any material
cited above in the Be drcumspect in viewing Web pages section.
2) Children should be circumspect in their communications through email and chat rooms
and not give out any personal information that would identify them to unknown people.
3) Hacking or any other unauthorized activities (such as those itemized in Suspension of
Web use privileges above) are not permitted.
4) As in 2) above, children are warned not to divulge any personal information on the
Internet without parental permission. Strangers hiding behind words typed on the
screen can easily misrepresent themselves and may seek to harm children.
5) Library staff will monitor children's activities on the Internet to restrict their access to
harmful materials.
