BUILDING AND FIRE CODE
MINUTES
FEBRUARY 20, 1997
The meeting was called to order by Chairman, Willis McCutcheon.
Board Members Present: Chairman, Willis McCutcheon, Bernard Vering, Roger Dowdy,
Terry Carter, Gene Barton, and Mike Ramirez.
Staff Members Present: Larry Gould - Chief Building Inspector, Jim Lindstrom - Code
Enforcement, Roland Asebedo - Fire Marshall, and John Castro - Director of Community
Development.
Others Present: Lynn Spence, Ronald Simmons, Kenneth Myers, Sean Betenbough, Ron
Betenbough, Al Pardo, Stan Parker, Peggy Wall, Rusty Reese, Roland Alvarado, and Roy
Reese.
Mike Ramirez was sworn into the Building and Fire Code Board of Appeals.
Bernard Vering made a motion to approve the minutes with corrections discussed,
seconded by Roger Dowdy. Motion passed 6 - 0.
PROPOSED CHANGES /AMENDMENTS TO UNIFORM BUILDING CODE
Bolt & Plate Requirements:
Ron Betenbough spoke in favor of amending the code to allow ram setting seal plates
instead of bolting. Terry Carter spoke in favor of leaving as the Uniform Building Code
calls for. Mr. Carter set an example where the wind slid a garage about 2 1/2 feet. Mr.
Carter believes if the garage would have been bolted down, then the garage would never
have moved. Terry Carter made a motion to leave as the Uniform Building Code calls
for and keep the bolts, seconded by Willis McCutcheon. Motion passed 6 - 0.
Treated Plate Requirements:
Terry Carter said treated plates did not help in this area. Sean Betenbough stated treated
plates twist and warp around and break -up. Jim Lindstrom said the staff does not have
a problem with using regular wood. Treated plates have been used since 1992. The
general discussion of the Board was to leave the decision to the building official as per
Section 2317.4 of the Uniform Building Code. Roger Dowdy made a motion to leave the
treated plate requirements as stated in the Uniform Building Code. The motion was
seconded by Gene Barton. Motion passed 6 - 0.
Clarification of Window Openings Requirements:
Larry Gould said the discussion is to make the amendment easier for people to
understand the provisions of the codes because there was some confusion in the
wording. There was a brief discussion by the Board members as to the clarity of the

amendment to Section R.4. Mr. Gould said the ordinance as pp by the City
Council. Jim Lindstrom said the intent is to re -word the amendment and make sure
everyone understands it. Fire Marshall Roland Asebedo said the fire department's
biggest priority is the ability to get out of the windows in case of an emergency. Mr.
Asebedo said the Fire Department is looking for windows an average person can get out
of in an emergency. Mr. Asebedo said he is in favor of what the Uniform Building Code
calls for. Gene Barton made a motion to resend the exception of the 310.4 amendment
and go back to the Uniform Building Code requirements, seconded by Roger Dowdy.
Motion passed 6 - 0.
DISCUSSION OF ARCHITECTURAL STAMP ON METAL BUILDING PLANS
Larry Gould said the problem came about in the building contractor's meeting. The
recommendation from the meeting was to require an engineers stamp on all commercial
metal buildings over 200 square feet. Terry Carter made a motion to leave as Uniform
Building Code calls for, seconded by Gene Barton. Motion passed 6 - 0.
DISCUSSION OF PRODUCT LIABILITY INSURANCE REQUIREMENTS
Larry Gould said the problem also came about in the building contractor's meeting. Gene
Barton and Ronald Simmons said it would help control the problem of unlicensed and
fly by night contractors. Larry Gould said there is nothing required by the City to protect
the citizens. Roy Reese, Terry Carter, Ron Betenbough, and Roger Dowdy stated these
people will continue to do after hours and weekend jobs without permits or licenses.
Larry Gould said neither Jim Lindstrom nor himself have a problem with going out on
weekends to investigate work being done without a permit or to do inspections for those
that do have permits. Gene Barton made a motion to table this, seconded by Roger
Dowdy. Motion passed 6 - 0.
DISCUSSION OF MECHANICAL CODE
Gene Barton asked what cost is involved to initiate the code. John Castro responded 40
to 45 thousand dollars is the estimated cost to initiate the code. Terry Carter made a
motion to send to the City Council for adoption of the Uniform Mechanical Code,
seconded by Roger Dowdy. Four members of the Board voted for it and Gene Barton
and Terry Carter abstained from voting.
Gene Barton made a motion to adjourn, seconded by ? ? ?. Motion passed 6 - 0.
