BUILDING CODE AND FIRE CODE
BOARD OF APPEALS
MINUTES, MARCH 19, 1998
BOARD MEMBERS PRESENT: WILLIS MCCUTCHEON, CHAIRMAN, GARY
GARRISON, BERNARD VERING, ROGER DOWDY, TERRY CARTER AND GENE
BARTON.
STAFF MEMBERS PRESENT: LARRY GOULD, CODE ENFORCEMENT, ROLAND
ASEBEDO, FIRE MARSHALL.
Item number one or the agenda, approval of minutes. After discussion, Bernard
Vering made motion to accept minutes of the last meeting with changes as stated by
Gene Barton. Motion seconded by Roger Dowdy. Motion carried 5 -0.
Item number two on the agenda, review of the 1997 Uniform Fire Code and Building
Code for update and possible adoption. Roland Asebedo took the floor and stated
that he and Larry Gould had reviewed the 1988 Uniform Fire Code and the 1997
Uniform Fire Code, and after reviewing the current 1997 Code that his opinion was the
1997 Code clarified a lot of problems over the 1988 Code. Roland passed out a table
of contents with the codes for 1988 and 1997 to compare the two, and stated that the
1988 code book has more than the 1997, but the 1997 codes were a lot more clearer
to understand. The 1997 code is a lot easier to understand and user friendly. Roland
also stated that the reason they had stayed with the 1988 code for so long was the
resistance to change and the number of people the City has to do inspections.
Gene asked Roland if there was a movement with the Fire Code toward the
International Code and Roland replied "yes ". Roland stated that if they would stair -
step it and bring it to the present day technology and code, it would be easier
whenever the time did arrive to the City of Plainview to go to an International Code as
he and Larry had discussed. Roland also stated that they were going to request
another inspector- investigator this year because of the work load, but the requests is
not because of changing codes. Board ask what the difference was between Uniform
Building Code and Uniform Fire Code. Reply was that the Uniform Building Code
determines how you build the structure as far as what type of materials can be used
and the Uniform Fire Code determines life safety. Roland agreed with the board that
the two went hand in hand and that adoption of both be recommended. Roland is
asking for adoption of the 1997 Uniform Fire Code and Larry is asking for the 1997
Uniform Building Code.

Gary Garrison made motion to adopt the Uniform Fire Code and Uniform Building
Code and Gene Barton seconded. Motion carried 5 -0.
Bernard Vering made motion to adjourn and Gene Barton seconded. Motion carried
5 -0.
