Meeting called to order by Kip Pritchard.
First item on the agenda, swearing in of new board member, Chris LaFevre.
Second item on the agenda, approval of November 9, 2000 minutes. Lynn Davis made motion to
accept minutes as read and Ricky Mason seconded. Motion carried 4 -0.
Greg suggested moving the discussion of contractors bonding and insurance to the 3` item.
Third item on the agenda, discussion on contractors bonding and insurance. Sonny Walker, with
the Mouser Agency discussed the issue. Mr. Walker discussed the different types of Bonds that
cities require contractors to have. One type is a permit & licensing bond. This bond would cover
any work performed by a contractor that was not to code requirements. It would not cover
payment to sub contractors or not performing work the customer hired the contractor to do. The
only type of bond that would cover this is a performance bond. These bonds are typically
underwritten and are sometimes costly or difficult for contractors to obtain. They are based on a
business financial statement. Greg Zielinski asked Mr. Walker how hard is it for a homeowner to
go back and file on the general liability? Liability will not cover that, Ricky Mason replied. Mr.
Walker replied, that if it was faulty work then faulty work is not covered but we get into resulting
damage law. So if a roofer comes in and puts on a bad roof and it leaks real bad, the company,
his general liability carrier, will not repair that roof where it is leaking, but they will repair the
result of damage. A performance and payment bond is the only way to cover faulty work. Ricky
Mason stated that most of the liability insurance is to protect people from getting hurt while you
are on the job. That gives them coverage then if they leave the job and causes the house to catch
on fire later, then they would have coverage or a builder putting up a porch and leaving the job
and then the porch falls, that would be covered under liability and that would be covered after he
left. The worst thing with doing bonds for contractors is the paper work that you have to do to get
the bond. Ricky Mason asked if it would affect the ISO rates if we did adopt something? Mr.
Walker replied, if you tried to adopt it, you could make it so tough that we could not get a license
permit bond for $50.00. You could get one but it might be $250.00 and there could be
underwriting to it.
Fourth item on the agenda is the discussion on registering of contractors with the City of
Plainview. Greg Zielinski stated what this would do is give the city a listing of all contractors
that can be made available to out of town contractors or homeowners & business owners. This
would also help us to know who is an actual contractor. The third thing is that if we ever have
any type of disaster we would have lists of contractors who are already registered with us. This
would aid homeowners to know what contractors are registered with the city. Ricky Mason made
motion to table discussions for further review, Chris LaFevre seconded. Motion carried 4 -0.

Fifth item on the agenda, swearing in new board member, Tilman Reagan.
Sixth item on the agenda, discussion on electrical code items;
1999 National Electric Code, (possible adoption of). Greg gave board time frame of adoption.
Work would start in April to May — present to City Council September to October — depending on
workload.
SE Cable & Smoke detectors Greg distributed information on smoke detector requirements
and SE Cable requirements.
Grounding — Ricky Mason presented a handout on grounding and the requirements of the 1996
NEC.
Lynn Davis made motion to adjourn meeting, Tilman Reagan seconded. Motion carried 5 -0.
