HomeMy WebLinkAboutMinutes 02.20.2003 • Building Trades & Fire Code Board of Appeals Minutes For February 20, 2003 BOARD MEMBERS PRESENT: Ricky Mason, Lynn Davis, David Julian, Bobby Brunson STAFF MEMBERS PRESENT: Larry Gould, Chief Building Inspector, Greg Zielinski, Code Enforcement Officer, Philip Mize, Fire Marshal, and Katy Seals, Secretary GUESTS PRESENT: Travis Collie Meeting called to order by Ricky Mason First Item on the Agenda: Swearing in of new members — Lynn Davis and Bobby Brunson sworn in Second Item on the Agenda: Approval of September 2002 minutes — Lynn Davis made motion to approve the minutes with striking his name from minutes since he was not in attendance. David Julian seconded the motion. Motion carried 4 -0. David Julian moved to open the meeting to a public hearing. Lynn Davis seconded. Motion carried 4 -0. Third Item on the Agenda: Consider adopting the 1997 Uniform Code for Building Conservation (UCBC). Fire Marshal Philip Mize presented information to the Board to help them "make an educated decision" on the topic. He said we are looking for something that will work for our historical downtown buildings. Larry Gould said if the Board adopts this code, it would include all existing buildings, not just the historical buildings. David Julian made motion to close the public hearing. Lynn Davis seconded. Motion carried 4 -0. David Julian made motion to continue working under the present code and give the City an opportunity to study the International Code to see what we need to do in the future — continue operations as is. Bobby Brunson seconded motion. Motion carried 4 -0. • Fourth Item on the Agenda: Consider adopting Appendix Chapter 34 of the Uniform Building Code (UBC). Greg Zielinski said the first part of the Building Code book states when a code is adopted, the appendixes that are in the code itself expand on the different chapters in the building code and unless you specifically adopt an appendix when adopting a Code, then you can't use that Appendix. He added Appendix Chapter 34 goes into more detail on historic buildings and existing construction. Bobby Brunson made motion to adopt Appendix Chapter 34 of the Uniform Building Code. David Julian seconded motion. Motion carried 4 -0. Fifth Item on the Agenda: Review definition of "electrical installation ". Larry Gould said the wording is confusing in the Electrical Ordinance Article V Sec10 -91. He said his opinion of the wording in section A is addressing a new installation and section B is replacement of fixtures. Ricky Mason made motion to have staff prepare proposed changed wording of the Ordinance and bring to the next meeting for the Board to review and approval. Lynn Davis seconded. Motion carried 4 -0.
