Meeting called to order by chairman Ricky Mason at 7:05 PM
First Item on the Agenda: Approve March 15, 2007 minutes. Lynn Davis made motion to
approve the minutes as read. Rosendo Cantu seconded the motion. Motion carried 4 -0.
Second Item on the Agenda: Discuss and take action on Contractor Registration. John Castro
read from a 1960's ordinance that required the registration of contractors and then read from a
1995 ordinance that repealed contractor registration.
Ricky Mason opened the hearing to the public.
Robert Edwards spoke in opposition to contractor registration. He said he felt citizens of
Plainview are already over - regulated.
Dale Williams spoke in favor of contractor registration. He said he feels if contractors are
regulated, then the quality of work (for some, not all) will improve since contractors will be held
more accountable. He said Plainview is one of the only cities in which he has worked where
contractors are not required to register and provide proof of insurance.
Roger Ritesman spoke and was not sure whether he was opposed or in favor of registration. He
is concerned about cost increases which would have to be passed on to private citizens due to
registration fees and later said if fees were minimal, he would not be opposed to registration.
Larry Williams spoke in favor of contractor registration. He said he is concerned about
contractor work being performed nights and weekends without permits or regulation. He is also
concerned about what recourse would be in place for those who fail to register.
Punkin Laird spoke in opposition of contractor registration. He said he is worried about the
registration fees that might be required which would result in those fees being passed on to the
consumers.
No one else came forward. Ricky Mason closed the public hearing.

After much discussion from the Board, Tilman Reagan made a motion to request staff to gather
further information on contractor registration for the Board within 90 days. Lynn Davis
seconded. Motion carried 4 -0.
Third Item on the Agenda: Review and discuss permitting process and fees. John Castro
presented a chart showing fees for several other cities, indicating that Plainview's fees are pretty
much in the middle of those cities. He said fees are a budget process.
Fourth Item on the Agenda: Adjournment. Meeting adjourned.
