HomeMy WebLinkAboutMinutes 09.20.2007 • Building Trades & Fire Code Board of Appeals Minutes September 20, 2007 BOARD MEMBERS PRESENT: Ricky Mason, Roger Dowdy, David Julian, Tilman Reagan, Chris Lefevre, Manuel Gonzales STAFF MEMBERS PRESENT: Delwin Derrick -Chief Building Inspector, and Katy Seals - Secretary GUESTS PRESENT: Larry Gould, Ralph Chilton, Carl Taylor, Dale Williams, Larry Williams, Vertis C. Barley, Ronny Wright, Paul Wilkins Meeting called to order by chairman Ricky Mason at 7:03 PM First Item on the Agenda: No members were sworn in. Second Item on the Agenda: Approve June 21, 2007 minutes. (No July or August meeting due to no quorum). Chris Lefevre made motion to approve the minutes as read. Roger Dowdy seconded the motion. Motion carried unanimously. Third Item on the Agenda: Review difference between International Mechanical Code and Uniform Mechanical Code for recommendation to City Council of one. Delwin Derrick said the Uniform Mechanical Code is currently in use, but the City would be able to adapt to either one. He said he felt the Uniform Mechanical Code is more concise and user friendly than the International Mechanical Code. Tilman Reagan said the Uniform Mechanical Code is more specific than the International Mechanical Code. He asked if it matters which code is used when it comes to the insurance key rate. Delwin Derrick said it did not. Tilman Reagan asked if the fire marshal had stated his preference for one code or the other and Delwin Derrick said the fire marshal is unable to work at this time due to an injury and he has not spoken with him about the codes. Fourth Item on the Agenda: David Julian made motion to open the hearing to the public and Tilman Reagan seconded. Motion carried unanimously. Dale Williams came forward and said the International Mechanical Code needs to be considered since it is being used by 90% of the other municipalities in the area. He said the wording of the Uniform Mechanical Code is not clear. Larry Williams came forward and said the International Mechanical Code requires contractors to be able to provide documentation of the codes on job sites. 4 f# 40 Ronald Wright came forward and said the International Mechanical Code is better and it is being used by all the other cities he works in and he said other cities provide contractors with copies of amendments to their codes if needed. Larry Gould came forward and said that either code would work, but the Uniform Mechanical Code is all in one book and the International Mechanical Code is spread out in several different books that you have to refer back to. He said if he were a building official, he would prefer the Uniform Mechanical Code. He said the Board should look at the amendments to all the codes and consider revising them once any new codes had been adopted. No one else from the audience came forward. Ricky Mason asked for an informal vote by show of hands from the audience for those in favor of the International Mechanical Code. There was a total of eight guests in the audience, and five of the eight guests raised their hands. When asked who preferred the Uniform Mechanical Code, no hands were raised. Chris Lafevre made motion to close the public hearing. David Julian seconded. Motion carried unanimously. Manuel Gonzales asked about installation procedures differing in different parts of the country due to environmental differences and how they all used the International Mechanical Code. Delwin Derrick said there are use charts reflecting the different parts of the country in the International Mechanical Code. A motion to adopt the International Mechanical Code and send it to City Council was made by Tilman Reagan and seconded by Roger Dowdy. Motion carried unanimously.
