January 4, 2011
BOARD MEMBERS PRESENT: Ricky Mason, Tilman Reagan, Clifford Davis, Manuel
Gonzales, Ron Roberts, Larry Gould, Bracken Hill
STAFF MEMBERS PRESENT: Delwin Derrick -Chief Building Inspector, Philip Mize, Fire
Marshal, and Katy Seals- Secretary
GUESTS PRESENT: None
Meeting called to order by Ricky Mason at 7:00 PM
First Item on the Agenda: Oath of Office to members: Bracken Hill and Larry Gould were
sworn in.
Second Item on the Agenda: Approval of May 20, 2010 minutes. Motion to approve minutes
as presented was made by Tilman Reagan, and seconded by Ron Roberts. Motion carried
unanimously.
Third Item on the Agenda: Review amendments and take action for adopting the 2009
International Fire Code. City of Plainview Fire Marshal Philip Mize presented to the Board the
proposed amendments. There were questions from the Board regarding the definition of
quadraplex, triplex, and multi - family dwellings and the definitions of R -1, R -2, and R -3. Philip
read the definitions from the ordinance. After further discussion, Tilman Reagan made a motion
to recommend to the City Council the adoption of the 2009 International Fire Code with the
amendments as presented. Clifford Davis seconded and the motion carried unanimously.
Fourth Item on the Agenda: Review amendments and take action for adopting the 2009
International Existing Building Code. After discussion from the Board, a motion was made by
Tilman Reagan to recommend to the City Council the adoption of the 2009 International Existing
Building Code with the amendments as presented. Bracken Hill seconded and the motion carried
unanimously.
Fifth Item on the Agenda: Review amendments and take action for adopting the 2009
International Building Code. After discussion, a motion was made by Bracken Hill to
recommend to the City Council the adoption of the 2009 International Building Code with the
amendments as presented. Tilman Reagan seconded and the motion carried unanimously.
Sixth Item on the Agenda: Review amendments and take action for adopting the 2009
International Residential Code. After discussion from the Board, a motion was made by Larry
Gould to recommend to the City Council the adoption of the 2009 International Residential Code
with the amendments as presented. Clifford Davis seconded and the motion carried unanimously.

Seventh Item on the Agenda: Review amendments and take action for adopting the 2009
Energy Conservation Code. After discussion from the Board, a motion was made by Ron
Roberts to recommend to the City Council the adoption of the 2009 Energy Conservation Code
with the amendments as presented. Larry Gould seconded and the motion carried unanimously.
Eighth Item on the Agenda: Review amendments and take action for adopting the 2009
International Property Maintenance Code. After discussion from the Board, a motion was made
by Tilman Reagan to recommend to the City Council the adoption of the 2009 International
Property Maintenance Code with the amendments as presented. Bracken Hill seconded and the
motion carried unanimously.
Ninth Item on the Agenda: Repeal /remove NFPA101 Life Safety Code from the ordinances.
After discussion from the Board, a motion was made by Tilman Reagan to recommend to the
City Council Repeal /remove NFPA101 Life Safety Code from the ordinances except where
referenced by other codes. Larry Gould seconded and the motion carried unanimously.
Tenth Item on the Agenda: Adjournment. Meeting adjourned at 9:20 P.M.
