February 7, 2011
BOARD MEMBERS PRESENT: Ricky Mason, Tilman Reagan, Clifford Davis, Manuel Gonzales,
Ron Roberts, Larry Gould, Bracken Hill.
STAFF MEMBERS PRESENT: Delwin Derrick — Chief Building Inspector, Mike Gilliland,
Director of Public Works and Katy Seals — Secretary.
GUESTS PRESENT: None.
Meeting called to order by Ricky Mason at 7:07 p.m.
FIRST ITEM ON THE AGENDA: Oath of Office. None.
SECOND ITEM ON THE AGENDA: Approval of January 4, 2011 minutes. Motion to approve
minutes as presented was made by Ron Roberts, and seconded by Clifford Davis. Motion
carried unanimously.
THIRD ITEM ON THE AGENDA: Review updates to the Hale County and Plainview Flood
Insurance Rate Maps (FIRM) by Federal Emergency Management Agency (FEMA).
Minor changes — less area. Frisco and Austin Heights are still in the Flood Plain Area even
though study was requested.
Mike Gilliland — no hydraulic studies were done by FEMA.
Larry Gould — for the most part improvements.
Mike Gilliland — FEMA added in streets that didn't exist from 19989 map.
Manuel Gonzales — City make requests to FEMA for revisions.
Basically same ordinance from Code of Ordinances with updates.
Larry Gould — research — raised to an elevation above the estimated high water level (will have
to research) right before Sec 19 -723.
After review and discussion from the Board, a motion to approve the improved Flood Area
Maps for the City of Plainview was made by Ron Roberts, seconded by Manuel Gonzales.
Motion carried unanimously.
