Minutes
The Main Street Program Coordinating Board met on September 14, 2015 in the City Council Chambers
at City Hall. Chris LeFevre called the meeting to order at 12:02 P.M. Board members in attendance
were Paul Drager, Dr. Michael Graves, Phil Shackleford, Deb McPherson, Beverly McCaskill, and Diane
Book. Also in attendance was Melinda Brown, Main Street Manager along with members from the
Downtown Association and City Council.
The minutes were approved with no corrections. Phil moved to accept the minutes as read and Deb
seconded this motion.
An application to Hot Grants was submitted by Eddie Subealdea for the West Texas Juvenile Chief's
Association requesting funds of $750. This is the third year to host this training program with 40-60
attending. A question was asked about the application in regards to their use of the funds if for
advertising or rental of rooms in town. They requested the funds for rooms. Phil moved to honor the
application while Beverly seconded it. It passed with no opposition.
Committee reports are as follows: Organization -Beverly handed out a rough draft/generic copy from
Inkwell printing of the Downtown Area Map. The generic copy will improve the key of the businesses
and locations be larger, have a more professional look, will place motels and downtown businesses with
a color code. Overall, the Board would like a better rough draft to view. Final copies of the map will be
on "slick" paper, double- sided (front and back) at a cost of $1.00 per map. No charge to reprint map as
new businesses come into downtown area or as businesses close their doors in the area. A suggestion
was made to ask Downtown Association with the cost of printing these maps. Melinda will get back with
Inkwell with the suggestions for improvement.
Design Committee -Melinda reported on the Street Scape progress. Texas Tech University has declined
to take on the project but gave a few ideas to use such as benches, lights, and trash cans. There was
some discussions on other towns and their projects that have been incorporated to better their
downtown area.
Promotion Committee -Paul reminded the Board of the Cowboy Days Parade that the Board arrive at the
Depot at 9:45 A.M to help line up Parade participants. Melinda advised the group that a parade from
Plainview High School Class of 1965 will be on September 25th at 11:00 with the theme "Cruisin". On
October 3rd, Plainview Fall Festival will be downtown from 9-5 with various venues -games, food, music,
booths.
Economic Structuring Committee -Melinda presented a power point presentation by Andrew on the
outcome of the Business District Alcohol Variance. Of the 1986 surveys submitted only 1947 were
accepted -39 were disqualified for duplication of voting ballots. Most outcomes of the Questions were
approximately 60%-40% range for not serving alcohol in the downtown district. A copy of the final
report is included with the minutes showing the exact breakdown of the voting. As Phil brokered the
Task Force meetings where citizens came to ask questions and voice their opinions of the survey, he was
very pleased with the response from the people. It was decided by the Board to table this issue and
dissolve the Task Force Committee.
