Minutes
The Main Street Program Coordinating Board met on Monday, October 5, 2015 in the City Council
Chambers at City Hall. Chris LeFevre called the meeting to order at 12:10 P.M.
Board Members in attendance were Frances Barrera, Paul Drager, Chris LeFevre, Debbie McPherson,
Beverly McCaskill, Dr. Michael Graves, and Diane Book as well as Main Street Manager Melinda Brown.
The minutes were approved with no corrections. Beverly moved to accept these minutes as presented.
Debbie seconded the motion.
Hot Grants received an application for funds from Ron Appling representing Hale-uva Duathlon for an
event on April 23, 2016. Paul moved to approve this allocation of $750 and Beverly seconded this
motion, and it passed with no opposition. Melinda reported that Hot Grants account has been
replenished and now is full to grant funds to the submitting applicants.
Organization Committee - Melinda had no new presentation draft from Inkwell on the Downtown Map.
She met with Megan and Tiffany about the suggested changes and corrections and everyone is on the
same page in the design and format of the map. They will have a revision by the November meeting.
Design Committee - By Melinda, Main Street will help with the snowflake lights for the holiday season.
Along with Downtown Association, Main Street will purchase lights, bulbs, etc. Excel will test/check the
existing lights and the City will put them up along Broadway by Thanksgiving or the first of December
but in time for the Christmas Parade. She also reports she is actively making calls to similar in size towns
as Plainview regarding their ideas and design companies that they have utilized for their Main Street
programs.
Promotion Committee - a.) An update of the recently held Downtown events was given by Melinda: at
the Fair Theater, new sidewalk plaques have been installed for Wilda and Harley Redin. A reception was
held for the honorees; the PHS Class of 1965 had lots of fun recreating some of the activities they had 50
years ago; the Plainview Fall Festival, in spite of the rain, was deemed successful. They had 15 food and
retail/craft vendors and 4 bands set up for the event. Beverly commended Melinda for her great efforts.
Up -coming events planned in Plainview are the YMCA Turkey Trot (5K run), December Holiday shopping,
the Artwalk and Second Friday. There is also a Downtown Business Sidewalk Sale to be held on October
9th from 10-6.
b.)Still looking for a new person to oversee Second Friday and to look at, possibly, combining Art Walk
with 2nd Friday and/or moving the day to a Saturday - the idea being to do what is best for the
downtown businesses. c.) National Mail - It Campaign, it was discussed if Main Street would like to
continue to support it or do something similar in the Plainview Herald. The Board asked Melinda to
speak with Carmen at the paper and find out the cost on something similar. d.) Shop Local Campaign,
according to Melinda, the Board Members will meet October 15th from 4-6 with the Chamber
Ambassadors to put together reuseable tote bags for this Campaign. This not for local chain stores. Also
good for this campaign is the use of Hash Tag #plainviewtx on any social media, a business can use this
to post events with their particular business. It is a reasonable avenue for our local businesses to get
more publicity out to the community.
Economic Restructuring -no report given at this meeting.
Melinda now manages the Fair Theater due to the retirement of Shane Harrell. She mentioned that on
October 16th and 17th, the Plainview Repertory Theater will have a production at the Fair.
