March 3, 2016
BOARD MEMBERS PRESENT: Ron Roberts, Henry Trevino, Junior Rodriguez, Manuel Gonzales and Ralph
Langley. Members Not Present: Ricky Mason and Jeremy Searsy.
STAFF MEMBERS PRESENT: Cris Valverde - Community Development Director, Larry Hunter — City
Inspector, Robert Zapata — City Inspector and Judy Rasher- Secretary.
GUESTS PRESENT: None.
Called to order by Ron Roberts at 7:00 p.m. Invocation given by Ron Roberts.
FIRST ITEM ON THE AGENDA: Approval of February 25, 2016 Minutes. Motion to approve minutes as
presented was made by Ralph Langley, and seconded by Jr. Rodriguez. Motion carried unanimously.
SECOND ITEM ON THE AGENDA: Discussion regarding adopting the 2015 Edition of the International
Building Code (No action to be taken).
Mr. Valverde presented to the board a summary of significant changes related to the upcoming
adoption of the 2015 International Building Codes: Chapters 7 through 34 of the International Building
Code is to be focused on for this particular meeting. Mr. Valverde stated that the other codes that the
board will discuss in upcoming meetings are the existing building code, energy conservation code,
mechanical code, fuel gas code, electrical code, plumbing code and property maintenance codes, with
the significant changes. In addition to the changes of the international code, the board will be looking at
local amendments that will apply to these particular sections that the board would deem necessary.
Mr. Valverde reiterated to the board that the changes that are being presented at the meetings are the
ones that other Cities nearby have adopted or in the process of being adopted. Not all changes will
apply to the City of Plainview. Once the board has reviewed the changes, a consolidated list will be put
together, along with the local amendments for discussion. The City would like to get this information
out to the local contractors with the changes and get their input on the changes. Along with the
changes, there will be increase in cost.
