BOARD MEMBERS PRESENT: Mark Hardin, Joe Frank Rodriguez, David Murphree, and Kevin
Carter.
STAFF MEMBERS PRESENT: Robert Zapata, City Inspector, Judy Rasher, Community Service
Secretary.
GUESTS PRESENT: Council member, Susan Blackerby, Mr. and Mrs. Adrian Carrasco of 1505
Ennis.
Mark Hardin called the meeting to order at 6:00 P. M.
FIRST ITEM ON THE AGENDA: Approval of February 10, 2016 minutes. Kevin Carter made a
motion to approve minutes as presented. David Murphree seconded the motion. Motion
carried unanimously.
SECOND ITEM ON THE AGENDA:
BA Case # 1667: Consider the request of a special exception of the minimum front set
back authorizing the construction of a Carport under the City of Plainview Zoning
Ordinance Section 37.2.2(H) Special Exceptions.
Property Owner : Antonia Nunez
Address: 116 S E 8TH
Legal Description: Block 3 Lot 5 of the Boynton Addition
Zoning: R2
Robert Zapata presented the case before the board. Homeowner is wanting to install a
20 x 24 carport in front of her home at 116 S E 8 th Street. As per code Section 37.2.2(h), there is
no other practical location on the property to install the carport. In surveying the surrounding
area, staff observed four carports within 200 feet of homeowner's home. No permits were
found on these carports. Homeowner at 116 S E 8 has complied with the setback from the
front and side property lines of her home. David Murphree made a motion to approve the
variance based on the request. Joe Frank Rodriguez seconded and the motion carried
unanimously.

THIRD ITEM ON THE AGENDA:
BA Case # 1668: Consider the request of a special exception of the minimum front set
back authorizing the construction of a Carport under the City of Plainview Zoning
Ordinance Section 37.2.2(H) Special Exceptions.

Address: 1505 Ennis St
Legal Description: Block 6 Lot 3 Unit 2 of the Brock Addition
Zoning: R 1
Robert Zapata presented the case before the board. Homeowner is wanting to install a 20 x
24 carport in front of his home at 1505 Ennis Street. As per code section 37.2.2(h), there is no
other practical location on the property for the homeowner to install the carport. 20 Letters
were sent out to the neighbors. Received 2 phone calls in favor, four letters in favor and one
letter opposed of the carport. The homeowner that opposed stated that it would be unsightly
and could diminish the property value of his home.
A real estate assessment of the area was performed in March of 2015. The real estate
agents states that there are several carports on the 1400 and 1500 blocks of Ennis Street. It
was determined that the carports in the area would not have a negative effect on the
neighborhood.
Homeowner at 1505 Ennis has complied with the setback from the front and side
property lines of his home. Kevin Carter made a motion to approve the variance based on the
request. David Murphree seconded and the motion carried unanimously.
