BUDGET AMENDMENT
ORDINANCE NO. 04-3428
AN ORDINANCE OF THE CITY OF PLAINVIEW AMENDING
ORDINANCE NO. 03-3399 TO APPROPRIATE FUNDS IN THE
GENERAL FUND AND VARIOUS REVENUE AND CAPITAL FUNDS
PURSUANT TO SECTION 5.07 (a)OF THE PLAINVlEW CITY CHARTER
ALLOWING FOR SUPPLEMENTAL APPROPRIATIONS IN THE 2003-
2004 BUDGET; CUMULATIVENESS CLAUSE; CONFLICTS CLAUSE;
SEVERABILITY CLAUSE; AND EFFECTIVE DATE
WHEREAS; on September 23, 2003, through the adoption of Ordinance No. 03-
3399, the Plainview City Council approved the 2003-2004 Budget; and
WHEREAS, the Budget is a general guideline fl)r revenue and expenditures and
may require periodic amendments; and
WHEREAS, the City Manager has certified that there are available for
appropriation revenues in excess of those estimated in the budget; and
WHEREAS, the Plainview City Council has determined a desire to amend the
2003-2004 Budget to make appropriations for the year for certain accounts not to
exceed such excesses;
NOW, THEREFORE, THE CITY OF PLAINVIEW HEREBY ORDAINS that the
2003-2004 Budget is amended to appropriate excess revenues in the general and
various revenue and capital funds for the following accounts:

Section II
Provisions of this Ordinance are cumulative, and nothing herein shall prevent, alter, or
diminish the applicability or enforcement of other Ordinances restricting, regulating, or
governing the subject matter herein.
Section III
If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for
any reason held invalid or unconstitutional by any court of competent jurisdiction, such
portion shall be deemed a separate, distinct, and independent provision, and such
holding shall not affect the validity of the remaining portions hereof.
Section IV
All Ordinances or portions of any Ordinance of the City of Plainview, Texas, in conflict
herewith are hereby amended to conform with the provision hereof.
Section V
This Ordinance shall be of full force and effect upon its passage.
