The Main Street Coordinating Board met on October 3, 2016 at the Fair Theater. The meeting was called
to order at 12:07 p.m.
Board Members in attendance were Andrea Glenn, Chris LeFevre, Cynthia Gregory, Frances Barrera,
Michael Graves, M.D. and Logan Pritchett. Also present Melinda Brown, Tori Huddleston, and Susan
Blackerby.
Frances made a motion to accept the August meeting minutes as presented. Andrea seconded the
motion and the motion passed unanimously.
Chris read the Vision and Mission Goals.
HOT Grant Application — Melinda presented a HOT grant application from the Hi Plains Gem and Mineral
Society. The Board discussed the longevity of the event and that is does bring many people to Plainview.
Andrea made a motion, Logan seconded the motion and the board unanimously approved $500 for the
Society. After some review, Melinda corrected her first statement and amended the amount for $750.

Society.
Organization Committee —The Board discussed Appreciation Day for downtown businesses. The group
decided that the Main Street office would put together goodie bags to give all the downtown offices to
say Thank You. Melinda will send a schedule of times for the Board Members to sign up and visit the
businesses and say Thank You. The visits will occur on Wednesday and Thursday of the 3rd week of
November.
Design Committee — Melinda presented three design plans that the board reviewed. The Board
discussed the price of each plan ($880K to $1.1M), true need for bike lanes, upgrades to the sidewalk,
the addition of more benches than presented on the plan and there was much discussion on Concept 3
about the addition of a median. The Board decided that the median would not be a good fit for
downtown. Michael made a motion to accept Concept #2, Cynthia seconded the motion and the board
unanimously approved Concept #2 Design Plan.
Promotions Committee — Melinda announced they will have an October Fall Sale for 2nd Friday in
October, a Turkey Trot in November and a holiday theme in December. The Main Street office will not
coordinate "2nd Fridays" but will take some of the successful events and continue them next year at
times that will work for everyone. Andrea gave an update on the Plainview Fall Festival — it was very
successful, the 5K was great, the chili cook -off was good and the vendors were good. Most of the food
vendors sold out. Just working to get more shopping vendors. Melinda gave an update on Ash School
night — not as many businesses, charities or students participated that had been anticipated but it was a
good first start to introduce Ash to the community and the community to Ash. Melinda said that they
are in the planning stages of a 12 Days of Christmas Holiday events downtown. More information will be
coming soon about that.
Economic Structuring- The board continued their discussion of what grants can be used for a business
besides the facade. The Board decided to table the topic for further discussion.
The meeting was adjourned at 1:11 P.M.
