HomeMy WebLinkAbout16-3644 ord447 ORDINANCE NO. 16-3644 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS AUTHORIZING THE ADOPTION OF A CLASSIFICATION AND COMPENSATION PLAN FOR ALL EMPLOYEES OF THE CITY OF PLAINVIEW; REPEALER; CUMULATIVENESS CLAUSE; CONFLICTS CLAUSE; SEVERABILITY CLAUSE, AND EFFECTIVE DATE. WHEREAS, Public Sector Personnel Consultants performed a Classification and Compensation Study ("Study") for the City of Plainview for the purpose of updating the City's job descriptions and pay plans; and WHEREAS, the Study revealed the current salary grades are not competitive for 82% of the salary survey benchmark job classes in comparison to the designated public and private competitor employees; and WHEREAS, it is the policy of the City of Plainview to offer a competitive salary and benefits package to retain and attract the most highly qualified employees to the City; and WHEREAS, the Study recommends adjustments to the City of Plainview's current pay plans to bring actual salaries nearer the prevailing rates paid for similar occupations in the public and private sector; and WHEREAS, the Study recommends additional adjustments to Police and Fire occupations over multiple budget years as the budget allows; and WHEREAS, the administration of the pay plan shall be in an accordance with the Personnel Policy of the City of Plainview; and NOW, THEREFORE, The City of Plainview hereby ordains that: SECTION 1 The pay plan for City employees, attached hereto as Exhibit "A," and incorporated herein for all purposes, is hereby adopted and becomes effective January 9, 2017. This schedule includes Administrative Pay Plan, Operations Pay Plan. Professional Pay Plan, Executive Pay Plan, and Seasonal Part Time Pay Plan. SECTION II The pay plan for public safety personnel, attached hereto as Exhibit "B" and incorporated herein for all purposes, is hereby adopted and becomes effective January 9, 2017. The schedule includes Police Pay Plan and Fire/EMS Pay Plan. Ordinance No. 16-3644 Pay Plan Page 1 of 3 448 SECTION III The certification, incentives and assignment pay, attached hereto as Exhibit "C" and incorporated herein for all purposes, is hereby adopted and becomes effective January 9, 2017. This schedule includes all positions where an employee's job is improved and/or required by advanced training/certification. SECTION IV All ordinances or parts of ordinances inconsistent with any provisions of this Ordinance are hereby repealed to the extent of such conflict, and the provisions of this Ordinance shall be and remain controlling as to the matters regulated herein. SECTION V Provisions of this Ordinance are cumulative and nothing herein shall prevent, alter, or diminish the applicability or enforcement of other ordinances restricting, regulating, or governing the subject matter herein. SECTION VI All ordinances or portions of any ordinance of the City of Plainview, Texas in conflict herewith, are hereby amended to conform with the provisions hereof. SECTION VII Severability is intended throughout and within this Article. If any provision, including any section, paragraph, sentence, clause, phrase or word or the application thereof to any person or circumstance is held invalid, unconstitutional, or unenforceable by a court of law or administrative agency with jurisdiction over the matter, such action shall not be construed to affect any other valid portion of this Ordinance. A constitutional construction hereof is intended and shall be given. There is no intent herein to violate either of the Texas Constitution or the Constitution of the United States. SECTION VIII This ordinance shall become effective on January 9, 2017 upon its passage and publication as required by law Ordinance No. 16-3644 Pay Plan Page 2 of 3 449 PASSED AND APPROVED on first reading this 13th day of December, 2016.
