R00-0104 A Resolution of the City of Plainview in support of the federally funded PL -566 Small Watershed Project known as the Red Deer Creek Watershed Project. WHEREAS, the Ogallala Underground Water Aquifer is the source of all water for residents in Roberts County for domestic, business, and agricultural purposes; and WHEREAS, water rights have been acquired by municipalities and are being acquired by individual investors to export this underground water from Roberts County for domestic and industrial use in metropolitan areas possibly as far south as San Antonio; and WHEREAS, there is a common interest in this finite resource by residents of Roberts County and these metropolitan areas; and WHEREAS, any and all efforts should be undertaken now through local, state, and federal programs to increase, extend, and preserve underground water for future generations; and WHEREAS, there is a federally funded PL -566 Small Watershed Project known as the Red Deer Creek Watershed Project approved for funding by Congress in 1976 in Roberts County that will increase, extend, and preserve this finite resource; and WHEREAS, the PL -566 Small Watershed Program is administered by USDA's Natural Resources Conservation Service to provide recharge, control flooding, provide wildlife habitat, and other purposes that benefit all Texas residents; and WHEREAS, the Red Deer Creek Watershed Project would retain a minimum of 2400 acre feet of surface water for potential recharge to the aquifer at any one time and provide many other benefits; and WHEREAS, the Natural Resources Conservation Service has continued to delay or postpone construction because of other priorities and budget shortfalls for approximately 30 years. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview, that we are on record in urging the Natural Resources Conservation Service to place a higher priority on the Red Deer Creek Watershed Project and complete this project as soon as possible. Its completion will increase recharge of the Ogallala Underground Aquifer and extend the life of this finite resource for future generations and benefit all Texas residents.
