COMPETITIVE B~DSJ AND DECLARING AN EMERGENCY.
BE ~T ORDAINED BY. THE CITY COUNCIL~ PLAINVIEW, TEXAS:
SECTION l: T,hat the following report bf the City Engineer o'f the
City oTiPla~nview, Texas, be and the same is hereby in respect to the
matters.and things herein contained, in entirety ratified, approved and
adopted, to-wit:

~}n obedience to the directive contained in Ordinance No. 81-2433 of the City Council
of Plainview, Texas, the following report of the action taken in the premises is hereby
submitted:
1. The Plans prepared for the specified improvement of the units described and desig-
nated in said Ordinances are. to this report attached and marked "Exhibit A".
2. The specifi~cations prepared for the specified improvement of the Units above referred
to, as in said Drdinance designated are to this report attached and marked "Exhibit B".
3, The following notice was prepared and published in the Plainview Daily Herald, a
newspaper of general and daily circulation, published in the City of Plainview, Texas,
firs~ publica~ci~n~of ~hich ~as m~de on' the "13th day of March~
and second publicati'on, of which'was made o'n the 20th day

SECTION 2: The Plans and Specifications submitted.by the City Engineer
are hereby approved and adopted.
SECTION 3: That the aforesaid '!Exhibit A" and Exhibit B" to the report
of the said City Engineer need not be entered in 'the minutes of the procee-
ings of the City Council of the City of Plainview, Texas, but the same shall
be filed and kept in the office of the City Clerk of Plainview, Texas.
SECTION 4: The fact that~the streets and portions of streets thereof to be
improved as herein provided are in bad and dangerous condition and should be
improved without delay creates and emergency and an imperative public necessity
for the immediate preservation of the public peace, health, safety and general
welfare, and any and all rules requiring more than one reading, or prohibiting
the taking effect of said ordinance on the day of passage, be and the same are
hereby suspended; and this ordinance shall be passed and take effect as an
emergency measure and be in full force from and after its passage as provided
by law, and it is so ordained.
PASSED AND APPROVED this 24th day .of March, 1981, at a regular meeting of
the City Council of the City of~inview, and this Ordinance is passed and approved
prior to the consideration of any bids submitted 'to the City Council pursuant to
said "Notice to Bidders".
