ORDINANCE NO 77 -2171 (BUILDING PERMIT FEES), ORDINANCE NO 77,2172
(ELECTRICAL FEES) AND ORDINANCE NO 77 -2108 (ZONING FEES), AND
ESTABLISHING THE FEES TO BE CHANGED FOR BUILDING, ELECTRICAL, AND
PLUMBING PERMITS AND ZONING APPLICATIONS AND BOARD OF ADJUSTMENT
APPLICATIONS, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, PROVIDING
FOR A PENALTY, PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING FOR
PUBLICATION AND AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW:
SECTION _1 BUILDING PERMITS: The City of Plainview shall charge and
collect, and every applicant for a Building Permit shall pay the following
fees:
1. Inspection of House Outside City - 2
2. New Buildings & Additions - . sq f
3. Open Shed, Cotton Warehouses etc.
4. Gasoline or Volatile Storage Plant -
5. Service Station Storage Tanks - $10.
6. Alterations, Old Bldgs, Repair - $4.
7. Moving Permit -- $20.00
8. Demolition Permit - $20.00
9. Installing or Remodeling Elevators -
10. Erection of Retaining Walls - $20.00
11. Insulating Materials in Existing - $
12. Minimum Building Permit Fee - 420.00
13. Reinspection or Red Tag Fee - $20.00
14. VA or FHA Insp. $20.00
15. Roofer's License Fee - $50.00
16. Certificate of Occupancy - $25.00
17. Certificate of Code Compliance - $25
18. Roofing Permit $25.00
19. Mobile Home Permit - $25.00
20. Any inspection not otherwise listed

SECTION 2'ELECTRICAL PERMITS: The City of Plainview shall charge and
collect, and every applicant for a Electrical Permit shall pay the following.
fees:
Residential (New Construction or Addition):
Service $20.00
Permit fee - .03 sq ft. /1 Service drop included.

2. Commercial Building (New Construction or Addition):
a. Service $20.00
b. Permit fee - .03 sq. ft./ 1 Service drop included.
3 Minimum Permit Fee - $20.00
4. New Installation' or Alternations in exist. bldg. - $20.00 Minimum
a. First 100 outlets Added - Remodel /Alterations - .40 each
b. Additional outlets over 100 .30 each
5. Altering or changeout meter loop - $20.00
6. Gasoline Pumps, new or changeout, - $5.00 each
7. Sign Connections - $10.00 each connection
8. Construction taps /Temporary Pole Service - $20.00
9. Any Inspections not listed - $20.00
10. After Hours Inspections - $10.00 in addition to permit fee.

SECTION 3 PLUMBING PERMITS: The City of Plainview shall charge and
collect, and every applicant for Plumbing Permit shall pay the following
fees:
1. New Construction- Residential /Commercial or New Additions -
(1 Sewer Connection and 1 Gas Service line included) - .03 sq. ft.
2. Minimum Fee $20.00
3. New Installations, Alterations, repair or replace in Exist. Bldg.
$4.00 each or $20.00 Minimum.
4. Each sewer connection - $20.00
5. Sewer Replacement, repair or tap - $20.00
6. Gas Piping System - $20.00
7. Lawn Sprinkler System - $25.00
8. Mobile Homes /Modular Homes or Move -ins (1 Sewer Connection
and 1 Gas Service line included) .03 sq. ft.
9. Additional Inspections - $20.00
10. Reinspections or Red Tag Inspections - $20.00
11. Repair of Paving Cuts

SECTION 4 ZONE CHANGE REQUEST: The City of Plainview shall charge and
collect, and every applicant for a Zone Change shall pay the following fees:
A. If the property involved is described by lot and block number,
each person, corporation or association filing an application
for a zone change on such property shall deposit with the
building official the sum of $420.00.
If the application for zone change is withdrawn or refused by the
zoning commission, and no appeal from the action of the zoning
commission is taken the sum of $295.00 shall be refunded tc said
applicant,
If the application of an applicant for a zoning change is approved
by the zoning commission or if the same is refused by the zoning
commission and thereafter appealed to the City Council, and the
City Council denies the application for a zoning change,, then
there shall be refunded to the applicant the sum of $165.00
If the application for zoning change is approved by the City
Council, no refund of any part of the $420.00 will be made.
If the property involved in an application for a zoning change
is described by metes and bounds, the applicant shall deposit
with the Building Official the sum of $420.00.
After the Final outcome of the application has been determined,
if the total costs incurred by the City exceed the $420.00
deposit, then the applicant shall pay to the City and deposit
with the Building Official the difference between the $420.00
deposit and the actual cost incurred by the City.
SECTION 5 BOARD OF ADJUSTMENT REQUESTS The City of Plainview shall
charge and collect, and every applicant for a variance, special exception
or Ordinance interpretation shall pay a fee of $100.00 to cover the costs
of newspaper advertising, mailing costs and processing of the request.
SECTION 6 FEE EXEMPTIONS: No exemptions of fees are permitted.
SECTION 7 PENALTY CLAUSE: The non - payment of any fee required by
this Ordinance shall be deemed a Class C Misdeanor punishable by a fine not
to exceed the maximum fine permitted by State law.
SECTION 8 SEVERABILITY CLAUSE: If any of the provisions of this
Ordinance hereby adopted is held invalid, the remainder of the Ordinance
shall not be affected thereby.
SECTION 9 REPEALER CLAUSE: All other Ordinances or parts of Ordinances
inconsistent with or in conflict with the terms hereof are hereby repealed.
SECTION 10 PUBLICATION: The City Secretary is authorized and directed
to cause the publication of the descriptive caption of this ordinance
together with the Penalty provision as an alternative method of publication
as provided by law.
