AN ORDINANCE CALLING AND ORDERING A RUN-OFF ELECTION IN AND FOR
THE CITY OF PLAINVIEW TO BE HELD. ON THE SECOND TUESDAY IN MAY OF
1986, THE SAME. BEING THE 13TH DAY OF MAY, 19$6, AS THE DATE FOR
A RUN-OFF ELECTION BETWEEN THE TWO CANDIDATES WHO RECEIVED IN
THE REGULAR MUNICIPAL ELECTION HELD ON THE FIRST SATURDAY IN
APRIL, 198.6, THE HIGHEST NUMBER OF VOTES FOR: (1)
PRECINCT 1 AND (2) PRECINCT 2; DESIGNATING THE
PLACES WHERE SAID ELECTION IS TO BE HELD; AND APPOINTING
PRESIDING OFFICIALS THEREOF.
WHEREAS, after a canvass of the votes cast at said City election
the Council has found that none of the candidates for said office of
Precinct 1 received a majority of all the votes cast for said office
at said election, and that at such .election the two candidates
receiving the highest number of votes are Alton Jackson and Rebecca
Escalante, and that therefore it is necessary to call and conduct a
run.-off election between said candidates, Alton Jackson and Rebecca
Escalante for the purpose of electing a Councilmember for the City of
Plainview; and,
WHEREAS, after a canvass of the votes cast at said City election
the Council has found that none of the candidates for said office of
Councilmember for Precinct 2 an the City Council of the City of
Plainview received a majority of all of the votes cast for said
office at said election, and that at such election the two candidates
receiving the highest number of votes are E. Paui Wright and Terry
Clements, and that therefore it is necessary to call and conduct a
run-off election between said candidates, E. Paul Wright and Terry
Clements, for the purpose of electing Councilmember for Precinct 2 on
the City Council of the City of Plainview;
NOW, THEREFORE,
BE IT ORDAINED. BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW:
SECTION l: In accordance with the Statutes provided and the
Charter of the City of Plainview, a run-off election shall be held in
and for the City of Plainview an the second Tuesday in .May, 1986, the
same being. the 13th oi: said month, for the purpose of conducting a
run-off election between: (1}.Alton Jackson and Rebecca Escalante,
the two candidates receiving the highest number of votes for the
office. of Councilmember of the City of .Plainview at the regular
election of .said City :held on April 5th, 198.6 neither of them having
received a majority. of the votes cast for said office; and, (2} Alton
Jackson and .Rebecca Escalante, the .two candidates receiving'. the
highest number of votes for Councilmember for Precinct 1 on the City
Council of the City of Plainview at the regular election of said
City, neither of them having received a majority of the votes cast
for 'said office.
SECTION 2: The City Council of the City of Plainview finds that
said candidate Terry Clements and that said candidate E. Paul Wright
received the highest number of votes of all of the candidates for the
office. of Councilmember at said election, but. that neither of them
received a majority of the .votes; and that said candidate Terry
Clements and that said candidate E. Paul Wright received the highest
number of votes of all' of the candidates for the office of
Councilmember for Precinct'2 on the City. Council, but that neither of
them received a majority of the votes; and therefore, it is necessary
to fall a run-off election to comply with the Charter of the City of
Plainview and the .Statutes '', of the State of Texas.
SECTION 3: That said election shall be held in each of the
election precincts within the City of Plainview and at the designated
polling places within each precinct as provided in Ordinance No.
86-2637 of the City of Plainview.
SECTION 4: The of the City of Plainview,
Street, Plainview, Texas, is hereby designated as
the 'polling place within. Precinct No. 1 of the City of Plainview.
That the City of Plainview, Texas,
located at Plainview, Texas, is hereby designated
as the polling place for Precinct 2.
SECTION 5: All qual}fied electors shall vote in the election
precinct in which they reside.
SECTION 6: Said election shall be conducted by the fallowing

SECTION 7: This election is called pursuant to the Charter of
the City of Plainview and the Statutes of the State of Texas as a
run-off election. between candidates: Alton Jackson and Rebecca
Escalante, who are the candidates for Councilmember On Precinct 1 of
the 'City of Plainview, they 'receiving the most votes for said office
at the regular city election held in and for the City of Plainview on
the lst Saturday in April,. and neither. of said candidates having
received a majority of the votes cast for said office at said
election; .and Terry Clements and E. Paul Wright who are the
candidates for Councilrnember'on Precinct 2 of the City of Plainview,
they receiving the mast votes for said office at said regular city
election, and neither of said candidates having received a majority
of the votes cast for said office at said election.
SECTION. 8: Said election shall be held under and in accordance
with the provisions of the Statutes of the State. of Texas and the
Charter of the City of Plainview and all persons qualified to vote in
said City under the Elections Laws of the State of Texas shall be
allowed. to vote therein. Said election shall be held and the polls
shall be open from 7:00 A.M. to 7:00 P.M., and all. electors shall
vote in the voting precinct in which said voter resides and at the
place provided for voting

Thirty days' previous notice of said election shall be given by
posting a copy of this Ordinance in three ( 3 ) public places in said
City of Plainview in each of the voting precincts provided for in
Ordinance No. 86-2637 of the City of Plainview, Texas, one of which
notices shall be posted at the polling place designated for City
Elution, Precinct 1 and one shall be posted at the polling place
designated for City Election, Precinct 2.
Notice by publication shall also be made by publishing notice of
said election in the Plainview Daily Herald (a newspaper of general
circulation in Plainview, Texas), said publication to be not more
than twenty-five ( 25 ) days nor less than ten (10 } days prior to the
election.
SECTION 10: A copy of this Ordinance shall also be served upon
each of the two election officials who have been designated to hold
the. 'election.
SECTION 11: The fact that the Run-off Election above mentioned
must be called immediately in-order that proper notice and posting
maybe given prior to election date, constitutes and creates an
emergency and urgent public necessity, requiring that any rule
providing for ordinances to be read and voted upon at more than one
meeti,ing of the City Council be suspended, and requiring that this
ordi~inance be passed and take effect as an emergency measure, and such
rulels and provisions are accordingly suspended, and this Ordinance is
passl,ed as an emergency. measure and shall take effect and be in full
forc~,e from and after it passage.
