A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS AUTHORIZING THE ADOPTION OF: THE NATIONAL INCIDENT
MANAGEMENT SYSTEM - INCIDENT COMMAND SYSTEM AS THE
STANDARD COMMAND AND CONTROL SYSTEM DURING
EMERGENCY OPERATIONS
Whereas, Homeland Security Presidential Directive (HSPD)-5, Management of
Domestic Incidents, requires all Federal departments and agencies to adopt the
National Incident Management System (NIMS) and to use it in domestic incident
management; and
Whereas, NIMS incorporates the Incident Command System (ICS) as one of its
components; and
Whereas, the directive required Federal agencies to use NIMS; and
Whereas, the directive requires Federal departments and agencies to make
adoption of the NIMS by state and local organizations a condition for federal
preparedness assistance (including grants, contracts, and other assistance).
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Plainview
hereby authorizes the adoption of the National Incident Management System - Incident
Command Systern, as the standard command and control system during emergency
operations.
