A RESOLUTION OF -THE CITY OF PLAINVIEW, CITY :COUNCIL
ESTABLISHING THE "PLAINVIEW CARES" PROGRAM UTILIZING
FUNDS RECEIVED FROM THE CORONAVIRUS AID, RELIEF, AND
ECONOMIC - SECURITY (CARES). � ACT FOR NECESSARY
EXPENDITURES INCURRED DUE TO THE CORONAVIRUS DISEASE
201:9 PUBLIC HEALTH EMERGENCY INCLUDING TO PROTECT
PUBLIC AND TO ESTABLISH .A SMALL BUSINESS DISRUPTION
GRANT PROGRAM; AUTHORIZING: THE CITY MANAGER TO
PARTNER WITH THE PLAINVIEW-HALE COUNTY ECONOMIC
DEVELOPMENT CORPORATION_ TO ASSIST IN. ADM_ INISTERING THE
PROGRAM.
WHEREAS, a..novel coronavirus (COVID-19) has-been recognized globally as a
contagious respiratory virus that poses an imminent threat to the citizens of the City of
Plainview; and
WHEREAS, on March 19, 2020; pursuant to the authority provided him by Texas
Government Code .§ 418.108, the Mayor of the City of Plainview issued a Declaration: of
Local Disaster, placing certain restrictions and,procedures in -place in order to protect and
preserve the public health, safety and welfare and consistent with the national -and state
declarations of emergency that. has been continuously renewed and: extended by the City
Council; and
WHEREAS,: the City of Plainview has incurred certain expenses -due to this public
health emergency fighting and attempting to mitigate and contain the spread of C.OVID-
19; and.
WHEREAS,- the U.S. Treasury Department has allocated to the State of Texas
certain funds for specified uses by local governments under the Coronavirus Aid, Relief,
and::Economic Security (CARES) Act; and
WHEREAS, on May 26th,. the. City Council of. the City of Plainview approved the.
submittal of a grant application to the Texas Department of Emergency Management to
access the monies made available. by the Coronavirus Relief Fund _(CRF) under the
CARES Act through an allocation distributed through the State of Texas by the U.S.
Treasury Department.
WHEREAS,. the Texas Division of Emergency Management has made the
Coronavirus Relief Fund Program available to Texas cities with a population of 500,000
or less and the City of Plainview has applied for and qualifies for such funds. under CARES
Act; and
WHEREAS, the U.S.. Treasury Department and theTexas Division of Emergency
Management has placed certain restrictions and guidelines on how such funds may be

utilized by the City of Plainview including restricting the funds for expenses incurred but
not budgeted due to the public health emergency with: respect to COVID-19 such as
medical expenses and public :health expenses and small business .disruption expenses;
and
WHEREAS, the City Council of theCity of Plainview believes it to be in the best
interest of the citizens of the City of Plainview to authorize the City Manager to establish
a program :or programs with .guidelines, policies and criteria to properly and legally utilize
the funds from the CARES Act Program.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF' PLAINVIEW, TEXAS,
HEREBY RESOLVES:
1. THAT'the findings and recitals outlined above are found to be true. and correct and
are :hereby adopted and approved.
2.. THAT the City Manager of the City of -Plainview, or his designee, is hereby
authorized to establish a Public Health: Small Business :Relief Program, which may also
be known as the "Plainview Cares Program",. to grant funds. to certain qualifying small
businesses whose business was disrupted by the public health: emergency created :by-
COVID-19.
3. THAT .the City Manager, or his designee, is authorized to develop, require and
approve any and all necessary ancillary documents to carry out the purposes of this
resolution -including but not limited to grant applications and grant criteria and
requirements.
4. THAT the City Manager, or his designee, is authorized to expend funds the City of
Plainview receives under the CARES Act. in compliance with the statutory requirements
and the guidelines established by the U.S. Treasury Department arid the Texas Division
of Emergency Management..
5. THAT the City Manager, or his designee,- is.authorized to work,with and seek the
assistance of the Plainview -Hale County Economic Development Corporation .in
administering any such program or programs.
