RESOLUTION NO. R21-513
A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE
OFFICE FURNITURE FOR CITY HALL THROUGH OFFICEWISE
THROUGH AN INTERLOCAL COOPERATIVE PURCHASING
PROGRAM.
WHEREAS, the City of Plainview is remodeling the new City Hall Building and is
in the process of purchasing office furniture for the new City Hall Building; and
WHEREAS, a local government entity is authorized by the Interlocal Cooperation
Act, Chapter 791 of the Texas Government Code, to agree with other local government
entities to form a purchasing cooperative; and
WHEREAS, Section 271.101, et. seq., of the Texas Local Government Code
authorizes a local government to make purchases through a properly organized local
cooperative organization; and
WHEREAS, the purpose of local purchasing cooperative organizations is to
facilitate compliance with state procurement requirements, to identify qualified vendors of
commodities, goods and services, to relieve the burdens of the governmental purchasing
function, and to realize the various potential economies, including administrative cost
savings, for members of the cooperative; and
WHEREAS, Omnia Partners and its wholly -owned subsidiaries U.S. Communities
and National IPA, operates a local cooperative organization through an interlocal
agreement with Region 4 Education Service Center of Texas in accordance with Section
271.101, et. seq., of the Texas Local Government Code and Chapter 791 of the Texas
Government Code and represents to the City of Plainview that for all cooperative
purchases for governmental entities in Texas complies with the purchasing requirements
required by Texas statute; and
WHEREAS, the City of Plainview City Council has budgeted $200,000.00 for the
purchase of office furniture for the new City Hall Building; and
WHEREAS, OfficeWise, through an office products contract with Omnia and
Region 4 Education Service Center of Texas, has submitted a bid to the City of Plainview
of $153,994.34 for the office furniture for the new City Hall Building; and
WHEREAS, in order to be a member of the Omnia local cooperative purchasing
organization the City Manager of the City of Plainview must register the City of Plainview
with Omnia; and
WHEREAS, due to unforeseen delays in production and parts, in order to have
office furniture delivered in a timely fashion that would allow the employees to perform

their job duties efficiently and effectively for the benefit of the public, it is necessary to
order the office furniture as soon as possible;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS,
HEREBY RESOLVES THAT:
1. The City Manager is authorized to execute, register, act on behalf of and sign any
and all necessary documents and agreements with the Omnia local cooperative
organization to allow the City of Plainview to participate in the Omnia cooperative
purchasing program pursuant to Texas Local Government Code §271.102.
2. The City of Plainview accepts the bid from OfficeWise of $153,994.34 for the office
furniture for the new City Hall Building.
3. Due to the nature of the products being purchased through OfficeWise where
numerous styles, colors and alternatives exist, the City Manager is further authorized to
alter or change individual products being purchased from OfficeWise under this contract
even if such purchase increases the overall amount paid to OfficeWise so long as,
cumulatively, such overall increase is less than 25% of the original bid received by Office
Wise.
