R21-523 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW TEXAS SUPPORTING AND AUTHORIZING THE FILING OF A GRANT APPLICATION FOR FUNDS WITH THE REBUILDING AMERICAN INFRASTRUCTURE WITH SUSTAINABILITY AND EQUITY (RAISE) DISCRETIONARY GRANTS PROGRAM FOR THE MESA DRIVE EXTENSION PROJECT; DESIGNATING AN AUTHORIZED OFFICIAL AND AUTHORIZING SUCH OFFICIAL TO EXECUTE ALL DOCUMENTS NECESSARY; AND PLEDGING COMPLIANCE TO THE AWARDED GRANTS PROGRAM. WHEREAS, up to $1 Billion was made available for obligation through the Consolidated Appropriations Act, 2021 for the United States Department of Transportation's Office of the Secretary of Transportation to make grants on a competitive basis for capital investments in surface transportation infrastructure projects that will have a significant impact on the Nation, a metropolitan area, or a region; and WHEREAS, the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Discretionary Grants program was made available under the December 27, 2020 Federal Register; and WHEREAS, projects eligible for funding under this program include highway or bridge and public transportation projects; and WHEREAS, transportation agencies, cities, and counties can submit projects directly to the Department of Transportation; and WHEREAS, the Mesa Drive Extension Project is eligible for funding under the RAISE program and is included in the City of Plainview Comprehensive Plan and Capital Improvement Program; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest of the citizens of Plainview that the City apply in conjunction with Hale County for RAISE Funds to be used for a capital investment in surface transportation infrastructure for the Mesa Drive Extension project; and WHEREAS, the City Council agrees that if funded and in the event of loss or misuse of the RAISE Funds, the City Council assures that the Funds will be returned to the Department of Transportation in full; and WHEREAS, the City Council designates City Manager Jeffrey Snyder as the grantee's authorized official. The authorized official is given the power to apply for, reject, alter or terminate the grant on behalf of the City, applicant agency. Resolution R21-523 Page 1 of 2 233 1 NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview, Texas that: I . The City Council of the City of Plainview, Texas hereby supports and authorizes the City's submittal of a joint City of Plainview/Hale County application to the Office of the Secretary of Transportation for funds under the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Discretionary Grants program for the Mesa Drive Extension Project. This Resolution's public purpose is to submit a grant application to the Office of the Secretary of Transportation for the Department of Transportation for the City's Mesa Drive Extension project. The City Council hereby designates City Manager Jeffrey Snyder as the grantee's authorized official to act in behalf of the City. Jeffrey Snyder is authorized to execute on behalf of the City of Plainview all necessary documents to apply for, accept, reject, alter or terminate the grant on behalf of the City, applicant agency, for the capital investment in Mesa Drive in the City of Plainview, Texas.
