A RESOLUTION OF'THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, APPROVING THE REQUEST FOR THE CHAMBER OF
COMMERCE DIRECTOR TO HOST THE 2021: CHRISTMAS PARADE
EVENT; AUTHORIZING THE FILING OF THE AGREEMENT FOR: THE
TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION' FOR THIS EVENT; DECLARING
THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING
TO COMPLY WITH REGULATIONS.
WHEREAS, the Texas Department of Transportation owns and operates Hwy 70
in the corporate limits of the City of Plainview; and
WHEREAS, the City of Plainview received a request from Plainview. Chamber of
Commerce event director for police assistance in its 2021 Christmas Parade event; and
WHEREAS, 2021 Christmas Parade event will include a parade from Broadway
Park and will be ending at West 11 th and Ash; and
WHEREAS, the City Council of the City of Plainview finds that such event serves
a public:purpose in that it increases the public awareness in -the importance of our history
and community involvement;. and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest for the citizens of Plainview that the Christmas Parade event be held this year on
December 2hd_2021 and use the above referenced routes; and
WHEREAS, the Texas Department of Transportation requires the Local
Government -to submit a completed.Agreement for the Temporary. Closure of State Right -
of -Way for use. of Hwy 70 in such public events as this Christmas Parade event and -
WHEREAS, the 'City Council designates Mayor Charles Starnes as the City's.
authorized official. The authorized official is given the power to apply for or terminate such
Agreement on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that.
The request from the Plainview'Chamber of Commerce Event Director for the
Christmas Parade event is, hereby approved.

The public purpose of this event is to: increase the public awareness .in the
importance of our cultural heritage.
Submission of the -completed AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT-OF-WAY with the Texas. Department of Transportation is- hereby
approved.
IV..
The Mayor is hereby authorized and directed to execute, respectively, on behalf
of the City of Plainview, all necessary documents, including the AGREEMENT FOR
THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY to complete the Plainview
Chamber of Commerce Christmas Parade eventpreparation process.
