Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Teressa King - District 4 was absent. Consider and take necessary action in accordance to Article X, Section 10.06(a) of the Plainview City Charter on an ordinance submitted by citizens initiative Outlawing Abortion, Declaring Plainview a Sanctuary City for the Unborn, Making Various Provisions and Findings, providing for Severability, And Establishing an Effective Date. A Resolution of the City of Plainview, City Council Authorizing the Filing of a Grant Application with the Office of the Governor, Criminal Justice Division Throuqh the South Plains Association of Governments for the Emergency Operations Center (EOC) Furniture and Equipment Project; Authorizing the Mayor and/or City Manager to Act on Behalf of the City of Plainview in All Matters Related to the Application; and Agreeing to Comply with the Terms and Conditions of the Grant if Awarded. Motion carried. 10.
