HomeMy WebLinkAboutCouncil Minutes 01-06-2022100 The City Council of the City of Plainview met on January 6, 2022 at 11:30 a.m., at City Hall, 202 W. 5th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Susan Blackerby-District 5 and Evan Weiss -District 6. Council Members Norma Juarez -District 3 and Teressa King -District 4 were absent. Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Sarianne Beversdorf-Di rector of Finance, Neil Weems -Assistant Director of Public Works, Tim Crosswhite-Di rector of Public Works, Bobby Gipson -Fire Chief, Kristi Aday-Economic Development Director, Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary Invocation — Mayor Charles Starnes 2. Excused Absences — Council Member Teressa King and Norma Juarez 3. Announcements Presenter: Jeffrey Snyder 4. Discussion on the use of the Coronavirus Local Fiscal Recovery Funds (ARPA) Presenter: Jeffrey Snyder, City Manager The Council discussed possible uses for the funds. 5. Discuss amending Resolution R20-471 clarifying and/or implementing additional restrictions and regulations regarding the Public Health Emergency to contain and prevent the continued spread of COVID-19 (Resolution R22-544) Presenter: Jeffrey Snyder, City Manager This replaces Disaster Declaration which is set to expire today. This will extend disaster declaration to February 3, 2022. Motion: Move to adopt Resolution R22-544 extending disaster declaration Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose Vote: 5-0. Motion carried. 6. Review of City Council agenda items for January 11, 2022 meeting: Consent Calendar a) Minutes of December 9, 2021 and December 14, 2021 Regular Agenda a) Presentation of Redistricting Plan by the Commission City Council Minutes January 6, 2022 Page 1 of 2 C 1 1 b) Public Hearing and Ordinance to adopt the Redistricting Plan (First Reading) c) Discuss amending Resolution R20-471 clarifying and/or implementing additional restrictions and regulations regarding the Public Health Emergency to contain and prevent the continued spread of COVID-19 d) A Resolution Canceling the January 22, 2022 Special Election for Council Member for District 7 And Declaring Each Unopposed Candidate Elected to Office. (Resolution R22-545) e) Ordinance regulating Private Ambulance Transfer Services (First Reading) f) Consider BuyBoard Purchase of 2022/23 F-450 DRW XL 4WD Reg Cab Dump Truck g) Consider BuyBoard Purchase of 2022/23 John Deere 35G Compact Excavator, Dump Trailer and, attachments. h) Consider Interlocal Agreement between City and Plainview Independent School District for the construction of 35t" Street between Kokomo Street and Joliet Street i) Convene into closed session pursuant to Texas Gov't Code § 551.072 to deliberate the purchase, exchange, lease or value of real property, the public discussion of which would not be in the best interest of the City's bargaining position with third parties.
