Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Susan Blackerby-District 5 and Evan Weiss -District 6.
Council Members Norma Juarez -District 3 and Teressa King -District 4 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf-Di rector of Finance, Neil Weems -Assistant Director of
Public Works, Tim Crosswhite-Di rector of Public Works, Bobby Gipson -Fire Chief, Kristi
Aday-Economic Development Director, Melinda Brown -Main Street Manager and Belinda
Hinojosa-City Secretary

4. Discussion on the use of the Coronavirus Local Fiscal Recovery Funds (ARPA)

The Council discussed possible uses for the funds.
5. Discuss amending Resolution R20-471 clarifying and/or implementing additional
restrictions and regulations regarding the Public Health Emergency to contain and
prevent the continued spread of COVID-19 (Resolution R22-544)

This replaces Disaster Declaration which is set to expire today. This will extend disaster
declaration to February 3, 2022.
Motion: Move to adopt Resolution R22-544 extending disaster declaration
Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose
Vote: 5-0. Motion carried.
