HomeMy WebLinkAboutCouncil Minutes 01-11-2022The City Council of the City of Plainview and the Redistricting Commission met on January 11, 2022 at 6:30 p.m., in the Council Chambers, 202 W. 5th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5 and Evan Weiss -District 6. Council Member Norma Juarez -District 3 was absent. Redistricting Commission members present were Kent Webb -Chairman, Claudia Lara, Frances Barrera, Steve Martinez, Daniel Rascon and Linda Morris. Absent was David Gardner, Kerry McCormack and Arturo Hinojosa. Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Sarianne Beversdorf-Director of Finance, Isauro Gutierrez -Director of Information Technology, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Tim C rosswh ite-Di rector of Public Works, Neil Weems -Assistant Director of Public Works, Melinda Brown -Main Street Manager, and Belinda Hinojosa- City Secretary. Motion carried. 4. Discuss amending Resolution R20-471 clarifying and/or implementing additional restrictions and regulations regarding the Public Health Emergency to contain and prevent the continued spread of COVID-19 Presenter: Jeffrey Snyder, City Manager Reviewed current COVID numbers 5. Presentation of Proposed Redistricting Plan by the Redistricting Commission Presenter: Kent Webb, Chairman Redistricting Commission City Council Minutes January 11, 2022 Page 1 of 4 Presented recommended plan approved by the Redistricting Commission to the City Council. 6. An Ordinance of the City of Plainview, Texas, Adopting a Redistricting Plan Revising the Seven Single Member Council Districts Boundaries in Response to the 2020 Census; Providing for an Effective Date: Providing for Severability; and Providing for Publication of the Caption Thereof (Ordinance No. 22-3724 — First Reading) Presenter: Jeffrey Snyder, City Manager This adopts the Plan recommended by the Redistricting Commission. Mayor Starnes opened the public hearing. Reverend Dr. Eugene Allen, 3601 N. Columbia, Plainview asked for clarification Mayor closed the public hearing at 7:12 p.m. Motion: Move to adopt Ordinance No. 22-3724 on first reading Motion by Council Member King seconded by Council Member Williams Vote: 6-0. Motion carried. 7. A Resolution Canceling the January 22, 2022 Special Election for Council Member for District 7 And Declarinq Each Unopposed Candidate Elected to Office. (Resolution R22-545 Presenter: Belinda Hinojosa, City Secretary Since only one candidate filed for the position of Council Member District 7, this Resolutions cancels the election and declares Lorie Ann Rodriguez elected to office and authorizes Mayor to issue a Certificate of Election. Public Comment: Reverend Dr. Eugene Allen, 3601 N. Columbia, Plainview advised he wanted to run for position. It was explained to him that the filing period had passed Motion: Move to adopt Resolution R22-545 Motion by Council Member Weiss, seconded by Council Member VanHoose Vote: 6-0. Motion carried. 8. An Ordinance Amending Chapter 6, "Health and Sanitation", Article 6.05, "Ambulances", Division 3, "Private Transfer Ambulances", Section 6.05.068 and Section 6.05.070 of the Code of Ordinances of the City of Plainview Eliminating Certain Staffing Requirements for Transfer Ambulance Services; Providing an Effective Date: Providing for a Penalty not to Exceed $500.00; Providing for a Severability Clause; and Providing for Publication of the Caption Thereof. (Ordinance No. 22-3725 — First Reading) City Council Minutes January 11, 2022 Page 2 of 4 Presenter: Jeffrey Snyder, City Manager Staff recommends approval to amending Code of Ordinances. Public Comment: None Motion: Move to adopt Ordinance No. 22-3725 on first reading. Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose Vote: 6-0. Motion carried. 9. Consider BuyBoard Purchase of 2022/23 F-450 DRW XL 4WD Reg Cab Dump Truck Presenter: Tim Crosswhite, Director of Public Works This approves BuyBoard purchase from Caldwell Country Ford at a cost of $59,362.00. Public Comment: None Motion: Move to approve Item No. 9 Motion by Council Member Weiss, seconded by Mayor Pro Tern Blackerby Vote: 6-0. Motion carried. 10. Consider BuyBoard Purchase of 2022/23 John Deere 35G Compact Excavator, Dump Trailer and, attachments Presenter: Tim Crosswhite, Director of Public Works This approves BuyBoard purchase from Yellow House Machinery Co. at a cost of $79,000. Bid price is $87,000 with a trade-in credit of $8,000 for a total of $79,000. Public Comment: None Motion: Move to approve Item No. 10. Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose Vote: 6-0. Motion carried. 11. Consider Interlocal Agreement between City and Plainview Independent School District for the construction of 35th Street between Kokomo Street and Joliet Street Presenter: Tim Crosswhite, Director of Public Works City Council Minutes January 11, 2022 Page 3 of 4 This Interlocal Agreement would authorize the City to participate in the paving project with the School to complete the extension of 35th Street at an estimated cost of $134,445.71. Public Comment: None Motion: Move to approve Item No. 11. Motion by Council Member Weiss, seconded by Council Member King Vote: 6-0. Motion carried. 12. Convene into closed session pursuant to Texas Gov't Code $ 551.072 to deliberate the purchase, exchange, lease or value of real property, the public discussion of which would not be in the best interest of the City's bargaining position with third parties. Mayor recessed the meeting at 7:25 p.m. Mayor called the meeting back in open session at 7:36 p.m. 13. Consider purchase of property located on Lots 9, 10, 11 (including the closed alleyway, formerly part of Lot 11), and 12, Block 30, Original Town of Plainview, Hale County, Texas Public Comment: None Motion: Move to approve purchase of 702, 708 & 712 Ash in the amount of $35,000 Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose Vote: 6-0.
