Hall, 202 W. 5t1 Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Norma Juarez -District 3, and Susan Blackerby-District
5. Council Members Teressa King -District 4 and Evan Weiss -District 6 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf-Di rector of Finance, Neil Weems -Assistant Director of
