Council Chambers, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5,
Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Norma Juarez -
District 3 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Tim Crosswhite-
Director of Public Works, Neil Weems -Assistant Director of Public Works, and Melinda
Brown -Main Street Manager.
Guests Present: Susie Starnes, Kim Horne family and friends and Meals on Wheels

4. Discuss amending Resolution R20-471 clarifying and/or implementing additional
restrictions and regulations regarding the Public Health Emergency to contain and
prevent the continued spread of COVID-19

5. A Resolution of the City Council of the City of Plainview, Texas, Calling and
Setting the Date for the Regular Municipal Election; Designating the Election for
Districts 1, 2, 3, and 4 Respectively; Designating Districts and Polling Places;
Desianatina Early Votino Dates. Hours. And Locations: Designating the District Pollinq

Motion by Council Member King seconded by Mayor Pro Tern Blackerby

6. Resolution of Support of the City Council of the City of Plainview, Hale County,
Texas Authorizing Submission of a Request to the Texas Department of Housing and
Community Affairs for Participation in the Home Investment Partnerships Program,
Multifamily Development Program (R22-551)
Presenter: Jeffrey Snyder, City Manager
Provides support for housing project.
Public Comment: Chaz Garrett explained project to Council
Motion: Move to adopt Resolution R22-551
Motion by Mayor Pro Tern Blackerby seconded by Council Member Weiss
Vote: 7-0. Motion carried.
7. Resolution Approving the Issuance of Tax -Exempt Revenue Improvement and
Revenue Refunding Bonds for the Benefit of Wayland Baptist University (R22-552)
Presenter: Jeffrey Snyder, City Manager
Approves issuance of tax-exempt revenue bonds for the benefit of Wayland.
Public Comment: Claude Lusk explained the project
Motion: Move to adopt Resolution R22-552
Motion by Council Member Weiss seconded by Council Member VanHoose
