HomeMy WebLinkAboutCouncil Minutes 02-22-2022117 The City Council of the City of Plainview met on February 22, 2022 at 6:00 p.m., in the Council Chambers, 202 W. 5th Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Teressa King - District 4 was absent. Motion carried. Council Member Lorie Rodriguez arrived. 4. BOARD OF MINIMUM HOUSING AGENDA (City Council serving as the Board of Minimum Housing): a. Conduct a public hearing regarding Case No. MH-22-01; five substandard structures located at 2208 East 5th Street, Plainview, Texas, Hale County Vicinity: 2200 Block East 5th street Applicant's: City of Plainview Presenter: Philip Mize, Chief Building Official Staff recommends that the Board order the structures demolished. Open Public Hearing: Close Public Hearing: 6:12 p.m. Jess Sammann and Kurt Sammann spoke against the demolition of structures b. Consider an order to demolish five structures re: Case No. MH-22-01 structures located at 2208 East 5th, Plainview, Texas, Hale County Vicinity: 2200 Block East 5th Street Applicant's: City of Plainview Motion: Move to approve the order as proposed by City Staff and that the property owner of the property be ordered to demolish the five structures in Case No. MH-22-01 Council Member Larry Williams recused himself. Motion by Mayor Pro Tern Blackerby seconded by Council Member VanHoose City Council Minutes February 22, 2022 Page 2 of 5 Vote: 6-0. Council Member Williams abstained. Motion carried. 119 c. Open Public Hearing: Close Public Hearing: 6:22 p.m. There was no public comment. d. Consider an order to demolish the structure re: Case No. MH-22-02 structure located at 310 East 8th St., Plainview, Texas, Hale County Vicinity: 8th Street between Beech & Cedar. Applicant's: City of Plainview Motion: Move to approve the order as proposed by City Staff and that the property owner of the property be ordered to demolish the structure in Case No. MH-22-02 Motion by Council Member Weiss seconded by Mayor Pro Tern Blackerby Vote: 7-0. Motion carried. e. Conduct a public hearing regarding Case No. MH-22-03; substandard structure located at 102 Brazier St., Plainview, Texas, Hale County Vicinity: Brazier St. between Walter Jackson and Ash Applicant's: City of Plainview Presenter: Philip Mize, Chief Building Official Staff recommends that the Board order the structure demolished. Open Public Hearing: Close Public Hearing: 6:27 p.m. There was no public comment. f. Consider an order to demolish the structure re: Case No. MH-22-03 - structure located at 102 Brazier St., Plainview, Texas, Hale County Motion: Move to approve the order as proposed by City Staff and that the property owner of the property be ordered to demolish the structure in Case No. MH-22-03 City Council Minutes February 22, 2022 Page 3 of 5 120 Motion by Council Member Weiss seconded by Mayor Pro Tern Blackerby Vote: 7-0. Motion carried. 5. Discuss amending Resolution R20-471 clarifying and/or implementing additional restrictions and regulations regarding the Public Health Emergency to contain and prevent the continued spread of COVID-19 Presenter: Jeffrey Snyder, City Manager Reviewed current COVID numbers 6. Presentation of Racial Profiling Report Presenter: Derrick Watson, Chief of Police Presented the 2021 Racial Profiling Report. Public Comment: None Motion: Move to accept report Motion by Mayor Pro Tern Blackerby, seconded by Council Member Williams Vote: 7-0. Motion carried. 7. A Resolution of the City Council of the City of Plainview, Texas Authorizing the Filing of a Grant Application with the South Plains Association of Governments for a Regional Solid Waste Program Grant; Declaring that Such Action Serves a Public Purpose; Authorizing the Mayor to Act on Behalf of the City of Plainview In All Matters Related to the Application; and Agreeing to Comply With the Grant Requirements of the South Plains Association of Governments, the Texas Commission on Environmental Quality and the State of Texas. Convene into closed session pursuant to Texas Gov't Code § 551.072 to deliberate the purchase, exchange, lease or value of real property, the public discussion of which would not be in the best interest of the City's bargaining position with third parties.
