202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Norma Juarez -District 3, Susan Blackerby-District 5,
Evan Weiss -District 6, and Lorie Rodriguez -District 7. Council Member Teressa King -
District 4 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Sarianne Beversdorf-Di rector of Finance, Isauro
Gutierrez -Director of Information Technology, Neil Weems -Assistant Director of Public
Works, Tim Crosswh ite-Di rector of Public Works, Kristi Aday-Economic Development
Director, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Amber Garcia -

restrictions and regulations regarding the Public Health Emergency to contain and
prevent the continued spread of COVID-19)

The Council chose not to renew the disaster declaration
The Council convened into executive session to seek legal counsel under Texas
Government Code §551.071 regarding potential or contemplated litigation, settlement
offers, municipal authority and federal/state legal preemption or matters involving attorney
client privilege or as required under the Texas Disciplinary Rules of Professional Conduct
of the State of Texas including, but not limited to, TDRPC Rule 1.05.

the purchase, exchange, lease or value of real property, the public discussion of
which would not be in the best interest of the City's bargaining position with third
parties
b) Convene into closed session pursuant to Texas Gov't Code § 551.087 to discuss
or deliberate regarding an offer of a financial or other incentive to a business
prospect that the City seeks to have locate, stay, or expand in or near the territory
of the City of Plainview.
c) Convene into closed session pursuant to Texas Gov't Code § 551.071 to consult
with the City Attorney.
