Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Susan Blackerby-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7. Council Member Teressa King - District 4 was absent. Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Sarianne Beversdorf-Di rector of Finance, Isauro Gutierrez -Director of Information Technology, Neil Weems -Assistant Director of Public Works, Tim Crosswh ite-Di rector of Public Works, Kristi Aday-Economic Development Director, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Amber Garcia - Personnel Specialist, Bill Bridgwater -Police Captain and Melinda Brown -Main Street Manager. (Resolution R22-556) c) An Ordinance of the City Council of the City of Plainview, Texas, Amending Article 13.05 Entitled "Water Conservation/Drought Contingency Plan." (Ordinance 22- 3726 — First Reading) d) A Resolution of the City of Plainview, City Council Authorizing the Filing of a Grant Application with the Office of the Governor, Criminal Justice Division Through the South Plains Association of Governments for the Emergency Operations Center (EOC) Furniture and Equipment Project; Authorizing the Mayor and/or City Manager to Act on Behalf of the City of Plainview In All Matters Related to the Application; and Agreeing to Comply With the Terms and Conditions of the Grant if Awarded.
