Mayor Pro Tern Susan Blackerby presided. Council Members present were Mary
Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3,
Gary House -District 4 and Lorie Rodriguez -District 7. Mayor Charles Starnes and Council
Member Evan Weiss were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf-Director of Finance, Tim Crosswhite-Director of Public

This Event; Declaring that the Event Serves a Public Purpose; and Agreeing to

f) Consider agreement between OTIS Elevator Company and the City of Plainview
for the City Hall elevator and authorize City Manager to sign necessary documents.

Health Services (DSHS) Immunization Grant Program Agreement

4. A Resolution by the City of Plainview, Texas Authorizing Refunding of Canadian
River Municipal Water Authority Subordinate Lien Contract Revenue Refunding Bonds,
Series 2014 (Conjunctive Use Groundwater Supply Project) (Resolution R22-567)
Presenter: Jeffrey Snyder, City Manager
This Resolution waives the notice requirements and consents to the issuance of the
refunding bonds if the net present value savings of 3% can be achieved.
Public Comment: None
Motion: Move to adopt Resolution R22-567
Motion by Council Member Rodriguez, seconded by Council Member McDonough
Vote: 6-0 Motion carried.
5. Award Bid for purchase of Public Works Vehicles
Presenter: Jeffrey Snyder, City Manager
Staff is requesting that this item be tabled to next meeting
Motion: Move to table Item 5 to next meeting
Motion by Council Member House, seconded by Council Member McDonough
Vote: 6-0. Motion carried.
6. Award of Bid for purchase of Public Safety Vehicles
Presenter: Tim Crosswhite, Director of Public Works
Received two bids Randall Reeds Prestige at $43,880.00 each and Smith Ford at
$45,393.34 each. Staff is recommending the purchase of four because of the delivery
time of 52 weeks. Staff has option to exercise local variance of 5% and award bid to
Smith Ford.

Motion: Move to accept bid from Smith Ford for four vehicles
Motion by Council Member House, seconded by Council Member Martinez
