Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Pro Tern Susan Blackerby presided. Council Members present were Nelda
VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -
District 4, and Lorie Rodriguez -District 7. Mayor Charles Starnes and Council Member
Evan Weiss -District 6 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Sarianne Beversdorf-Di rector of Finance, Isauro
Gutierrez -Director of Information Technology, Neil Weems -Assistant Director of Public

f) Consider and take necessary action changing the date of the election for the
citizen's initiative ordinance outlawing abortion and declaring Plainview a
sanctuary city for the unborn to November 8, 2022
g) Consider award of bid for the Regional Park Improvements, Phase 1 (Softball
Fields) and authorize the Mayor to sign the necessary contract documents
