Mayor Pro Tern Susan Blackerby presided. Council Members present were Nelda VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King - District 4, and Lorie Rodriguez -District 7. Mayor Charles Starnes and Council Member Evan Weiss -District 6 were absent.
