Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Consider and take necessary action changing the date of the election for the citizen's initiative ordinance outlawing abortion and declaring Plainview a sanctuary city for the unborn and placing it on the November 8, 2022 general election. Presentation of Annual Comprehensive Financial Report Presenter: Tyler Canady, Audit Partner Reviewed the Annual Comprehensive Financial Report Public Comment: None Motion: Move to accept Annual Comprehensive Financial Report Motion by Mayor Pro Tern Blackerby, seconded by Council Member Juarez Vote: 8-0. Motion carried. 6. An Ordinance of the City Council of the City of Plainview, Texas, Amending Article 13.05 Entitled "Water Conservation/Drought Contingency Plan." (Ordinance 22-3726 — Second Reading) Since this was the second of two readings, the Council chose to forego staff briefing Public Comment: None Motion: Move to adopt Ordinance No. 22-3726 on second reading. Motion by Mayor Pro Tern Blackerby, seconded by Council Member King Vote: 8-0. Motion carried. 7. An Ordinance of the City Council of the City of Plainview, Texas Adopting Airport Minimum Standards and Regulations for the Plainview -Hale County Airport. (Ordinance No. 22-3727 — First Readina) Presenter: Jeffrey Snyder, City Manager Airport Board recommends approval of the Airport Minimum Standards and Regulations for the Plainview -Hale County Airport. Motion carried. 8. A Resolution of the City Council of the City of Plainview, Texas, Designating the Use of Coronavirus State and Local Fiscal Recovery Funds under the American Rescue Plan Act. (Resolution R22-558) Presenter: Jeffrey Snyder, City Manager In February, the City Council held a workshop to discuss eligible projects and uses consistent with Treasury's final rule guidance. The proposed investments include street infrastructure, public health, water system weatherization, quality of life and public safety. Staff held public hearings on March 1 and March 7 and has made various presentations in the community on the proposed ARPA investments Public Comment: None Motion: Move to adopt Resolution R22-558 Motion by Council Member Juarez, seconded by Council Member VanHoose Vote: 8-0. Motion carried. 9. A Resolution Cancelina the Mav 7, 2022 Reaular Election for Councilmembers for Districts 2 And 3 and Declarina Each Unopposed Candidate Elected to Office. (Resolution R22-557 Presenter: Belinda Hinojosa, City Secretary Declares District 2 and 3 candidates elected to office. Public Comment: None Motion: Move to adopt Resolution R22-557 Motion by Council Member King, seconded by Council Member Juarez Vote: 8-0. Motion carried. 10. Consider award of bid for the Regional Park Improvements, Phase 1 (Softball Fields) and authorize the Mayor to sign the necessary contract documents Not necessary Presenter: Tim Crosswhite, Director of Public Works City Council Minutes March 22, 2022 Page 3 of 4 Staff recommends bid be awarded to the low bidder, Plains Builders. $1,352,877 base 133 bid, $6,997 alternate 1, city contingency $75,000 for a total of $1,434,874.00. 1 1 Public Comment: None Motion: Move to award bid to Plains Builders in the amount of $1,434,874. Motion by Council Member Weiss, seconded by Council Member Juarez Vote: 8-0. Motion carried. 11.
