Council Chambers, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Nelda VanHoose-
District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4,
Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information

4. Consider and take necessary action changing the date of the election for the
citizen's initiative ordinance outlawing abortion and declaring Plainview a sanctuary city
for the unborn and placing it on the November 8, 2022 general election.

After review, it is recommended item be placed on November 8, 2022 general election
Motion: Move to change the date of the election for the citizens initiative ordinance
outlawing abortion and declaring Plainview a sanctuary city for the unborn and placing it
on the November 8, 2022 general election.
Motion by Council Member Williams, seconded by Council Member VanHoose
Vote: 7-1 Motion carried.
For: Mayor Starnes, Council Members VanHoose, Williams, Juarez, King, Weiss and
Rodriguez

5. Presentation of Annual Comprehensive Financial Report

6. An Ordinance of the City Council of the City of Plainview, Texas, Amending Article
13.05 Entitled "Water Conservation/Drought Contingency Plan." (Ordinance 22-3726 —
Second Reading)
Since this was the second of two readings, the Council chose to forego staff briefing

Motion by Mayor Pro Tern Blackerby, seconded by Council Member King

7. An Ordinance of the City Council of the City of Plainview, Texas Adopting Airport
Minimum Standards and Regulations for the Plainview -Hale County Airport. (Ordinance
No. 22-3727 — First Readina)

Airport Board recommends approval of the Airport Minimum Standards and Regulations
for the Plainview -Hale County Airport.

8. A Resolution of the City Council of the City of Plainview, Texas, Designating the
Use of Coronavirus State and Local Fiscal Recovery Funds under the American Rescue
Plan Act. (Resolution R22-558)
Presenter: Jeffrey Snyder, City Manager
In February, the City Council held a workshop to discuss eligible projects and uses
consistent with Treasury's final rule guidance. The proposed investments include street
infrastructure, public health, water system weatherization, quality of life and public
safety. Staff held public hearings on March 1 and March 7 and has made various
presentations in the community on the proposed ARPA investments

9. A Resolution Cancelina the Mav 7, 2022 Reaular Election for Councilmembers for
Districts 2 And 3 and Declarina Each Unopposed Candidate Elected to Office. (Resolution
R22-557

Declares District 2 and 3 candidates elected to office.

Motion: Move to adopt Resolution R22-557

10. Consider award of bid for the Regional Park Improvements, Phase 1 (Softball
Fields) and authorize the Mayor to sign the necessary contract documents

Staff recommends bid be awarded to the low bidder, Plains Builders. $1,352,877 base 133
bid, $6,997 alternate 1, city contingency $75,000 for a total of $1,434,874.00.
