HomeMy WebLinkAboutCouncil Minutes 04-12-2022136 The City Council of the City of Plainview met on April 12, 2022 at 6:30 p.m., in the Council Chambers, 202 W. 51h Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Norma Juarez - District 3 was absent. Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Sarianne Beversdorf-Director of Finance, Tim Crosswh ite-Di rector of Public Works, Kristi Aday-Economic Development Director, Neil Weems -Assistant Director of Public Works, Melinda Brown -Main Street Manager, Bill Bridgwater -Police Captain and Belinda Hinojosa-City Secretary Guests Present: David Greve, Gary House, Lanny Voss, Mike McDonough, Shelly Thrasher, Terra James, Eugene Allen and Greg Cronholm News Media Present: Ellysa Harris -Plainview Herald and Alex Driggars-Lubbock Avalanche Journal Invocation — Council Member Weiss 2. Recognitions -- a) Complimented Melinda Brown and downtown group on excellent event b) City has been recognized by 6888 Central Postal Directory Battalion Family with Congressional Gold Medal for delivery of mail to troops c) Complimented first responders and all that assisted with grass fire d) Recognized that Mayor and his wife are celebrating 52"d Wedding Anniversary today 3. Motion carried. 4. An Ordinance of the Citv Council of the Citv of Plainview, Texas Adopting Airport Minimum Standards and Regulations for the Plainview -Hale County Airport. (Ordinance No. 22-3727 — Second Reading) Presenter: Jeffrey Snyder, City Manager City Council Minutes April 12, 2022 Page 1 of 4 1 LJ Approves Airport Minimum Standards and Regulations as recommended by the Airport Board. 137 Public Comment: None Motion: Move to adopt Ordinance No. 22-3727 on second reading Motion by Council Member King, seconded by Council Member Rodriguez Vote: 7-0 Motion carried. 5. An Ordinance Continuing, Confirming, Modifying and Amending the City of Plainview, Texas Code of Ordinances Article 8.05, "Juvenile Curfew"; Providing for Enforcement; Providing for Review of the Ordinance by The City Council; Providing A Penalty Not to Exceed $500.00 (Ordinance No. 22-3728 — First Reading) Presenter: Bill Bridgwater, Police Captain Recommends continuation of juvenile curfew. Public Comment: None Motion: Move to adopt approval of Ordinance No. 22-3728 on first reading Motion by Council Member King, seconded by Council Member Rodriguez Vote: 7-0. Motion carried. 6. A Resolution of the City Council of the City of Plainview, Texas, Regarding A Variance to the Distance Requirements for the Sale of Alcohol Under Article 4.03.008 of Plainview Code of Ordinances for the Property 623 Broadway Street, Plainview, Texas. (Resolution R22-559) Presenter: Jeff Johnston, Assistant City Manager This authorizes a variance of the 300' minimum distance requirement for the property at 623 Broadway. Public Hearing opened at 7:16 p.m. David Greve, Terra James and Greg Cronholm spoke in favor. Shelly Thrasher spoke against the variance. The public hearing was closed at 7:25 p.m. Motion: Move to adopt Resolution R22-559 Motion by Mayor Pro Tern Blackerby, seconded by Council Member VanHoose Vote: 6-1. Motion carried. Authorize purchase of furniture and equipment for Fire Station No. 2 through the Interlocal Purchasing Cooperative Presenter: Jeffrey Snyder, City Manager Authorizes purchase of furniture for new Fire Station No. 2 in an amount up to $165,000 Public Comment: None Motion: Move to approve Item 7 in an amount of up to $165,000 Motion by Council Member Weiss, seconded by Councilmember Williams Vote: 7-0. Motion carried. 8. Authorize purchase of furniture and equipment for the Police Department through the Interlocal Purchasing Cooperative Presenter: Bill Bridgwater, Police Captain Authorizes purchase of furniture for new Police Station in an amount of up to $200,000 Public Comment: None Motion: Move to approve Item 8 in an amount of up to $200,000 Motion by Council Member Weiss, seconded by Mayor Pro Tern Blackerby Vote: 7-0. Motion carried. 9. Consider, discuss, and take action to approve an Encroachment License and Agreement between the City of Plainview, as Licensor, and Hale County Compress Limited Partnership, as Licensee, and to authorize the City Manager to execute the proposed agreement for and on behalf of the City of Plainview. Presenter: Jeff Johnston, Assistant City Manager Approves Encroachment License and Agreement between the City and Hale County Compress Public Comment: None Motion: Move to approve Item 9 Motion by Council Member King, seconded by Council Member Rodriguez Vote: 7-0.
