HomeMy WebLinkAboutCouncil Minutes 04-26-2022142 The City Council of the City of Plainview met on April 26, 2022 at 6:30 p.m., in the Council Chambers, 202 W. 51h Street, Plainview, Texas. Mayor Charles Starnes presided. Council Members present were Nelda VanHoose- District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Norma Juarez - District 3 was absent. Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Sarianne Beversdorf-Di rector of Finance, Tim Crosswh ite-Di rector of Public Works, Derrick Watson -Police Chief, Kristi Aday-Economic Development Director, Neil Weems -Assistant Director of Public Works, Melinda Brown -Main Street Manager, Marie Hoss-Animal Management Officer and Belinda Hinojosa-City Secretary Guests Present: David Greve, Gary House, Mike McDonough, Mark Hardin, and Ricky Mason News Media Present: Ellysa Harris -Plainview Herald Invocation — Council Member Weiss 2. Animal Services Task Force Report Presentation Presenter: Jeff Johnston and Mike Bernard Reviewed the animal task force presentation and possible building layouts Public Comment: None Motion: Move to accept Report Motion by Council Member Weiss, seconded by Mayor Pro Tern Blackerby Vote: 7-0. Motion carried. 6. An Ordinance Continuing, Confirming, Modifying and Amending the City of Plainview, Texas Code of Ordinances Article 8.05, "Juvenile Curfew"; Providing for Enforcement; Providing for Review of the Ordinance by The City Council; Providing A Penalty Not to Exceed $500.00 (Ordinance No. 22-3728 — Second Reading) Since this was the second of two readings, no staff briefing was provided. Public Comment: None Motion: Move to adopt Ordinance No. 22-3728 on second reading Motion by Mayor Pro Tern Blackerby, seconded by Council Member Rodriguez Vote: 7-0. Motion carried. 7. Consider Award of Bid for the 2022 Seal Coat Proiect Presenter: Neil Weems, Assistant Director of Public Works Recommends awarding bid to Lipham Construction in the amount of $395,830 Public Comment: None Motion: Move to award bid to Lipham Construction in the amount of $395,830 Motion by Council Member King, seconded by Council Member Weiss Vote: 7-0. Motion carried. 8. Consider Change Order No. 1 for the 2022 Seal Coat Project Presenter: Neil Weems, Assistant Director of Public Works City Council Minutes April 26, 2022 Page 2 of 4 144 Recommends change order to reduce the estimated quantity for city by 8,800 square yards for a total estimated cost of $295,240 and county by 9,000 square yards for a total estimated cost of $75,240 Public Comment: None Motion: Move to approve Change Order No. 1 for the 2022 Seal Coat Project Motion by Mayor Pro Tern Blackerby, seconded by Council Member King Vote: 7-0. Consider Interlocal Agreement between City of Plainview and Hale County for the 2022 Seal Coat Project and authorize Mayor to sign necessary documents Presenter: Neil Weems, Assistant Director of Public Works Authorize Interlocal Agreement between City of Plainview and Hale County for the 2022 Seal Coat Project for $75,420.00 Public Comment: None Motion: Move to approve Interlocal Agreement between City of Plainview and Hale County for the 2022 Seal Coat Project and authorize Mayor to sign necessary documents Motion by Mayor Pro Tem Blackerby, seconded by Council Member VanHoose Vote: 7-0. Motion carried. 10. Authorize the Aquatic Center Management Agreement between the City of Plainview and the Plainview YMCA Presenter: Jeffrey Snyder, City Manager Approves the Aquatic Center Management Agreement for the Plainview Aquatic Center Public Comment: None Motion: Move to approve Item 10 Motion by Council Member Weiss, seconded by Council Member Rodriguez Vote: 7-0. Motion carried. 11.
