Chambers, 202 W. 5th Street, Plainview, Texas.
Mayor Pro Tern Susan Blackerby presided. Council Members present were Nelda
Van Hoose-District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District
7. Mayor Charles Starnes was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information

5. Consider and take necessary action regarding Professional Services Agreement
between the City of Plainview and Parkhill for Mesa Drive Extension and authorize
Mayor to sign
Presenter: Jeffrey Snyder, City Manager
This is the Professional Services Agreement between the City of Plainview and Parkhill
for the Mesa Drive Extension Project. The project scope includes the extension of Mesa
Drive from 16t"Street to 24th Street, extension of 24th Street to tie into the Mesa Drive,
and sidewalks. The total estimated project cost is $3,600,000.

Motion: Move to authorize Mayor to sign Professional Services Agreement between
the City of Plainview and Parkhill for the Mesa Drive Extension Project
Motion by Council Member Williams, seconded by Council Member Juarez

6. Consideration of the renewal of a professional services agreement with Retail
Strategies LLC in the amount of $30,000 for retail recruitment and other ancillary services

7. Consider authorizing the purchase of Dispatch Radio Consoles from South Plains
Communications through HGAC CONTRACT, Contract No. EC07-20
Presenter: Isauro Gutierrez, Director of Information Technology
Recommends purchasing Dispatch Radio Consoles from South Plains Communication
Public Comment: None
Motion: Move to accept purchase of Dispatch Radio Consoles from South Plains
Communications through HGAC CONTRACT, Contract No. EC07-20 in the amount of
$65,243.
Motion by Council Member Williams, seconded by Council Member Rodriguez
Vote: 7-0. Motion carried.
8. Consider authorizing the purchase of Radio Control Stations from South Plains
Communications through DIR Contract, Contract No. TSO-3937
Presenter: Isauro Gutierrez, Director of Information Technology
Recommends purchase of Radio Control Stations from South Plains Communications
through DIR Contract, No. TSO-3937 in the amount of $7,143.78

9. Consider bids for the Pitching Mounds and Bleachers for Youth Baseball Fields

or deliberate regarding an offer of a financial or other incentive to a business prospect
that the City seeks to have locate, stay, or expand in or near the territory of the City of
Pln inviaw

11. Consider and take necessary action on Economic Development Agreement
Presenter: Jeffrey Snyder, City Manager
Agreement with SB Limited Partnership/Graco Development for redevelopment of Days
Inn Hotel Project. This would cover 5 years' sales tax rebate to Graco as they develop
site.
