Mayor Pro Tern Susan Blackerby presided. Council Members present were Nelda
VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -
District 4, and Evan Weiss -District 6. Mayor Charles Starnes and Council Member Lorie
Rodriguez -District 7 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,

Election Register for the General Election Held on May 7, 2022 and Declaring the Results

6. A Resolution of the Citv Council of the Citv of Plainview, Texas Declarinq the Real
Property at .19 Acres out of NE/Pt Lot 10, Block 2, Westridge, Plainview, Same Being
114 Yucca Terrace, Plainview, Texas to be Surplus Real Property; Authorizing the City
Manager to Appraise Said Property and Advertise for Sealed Bids for Appraised Value;
Declaring that the Policy Serves a Public Purpose. (Resolution R22-564)

Declares property at 114 Yucca Terrace as surplus property.

7. Authorize Mayor to sign Plainview SAFE Camp Program Agreement between the
YMCA and the City of Plainview

This would renew the SAFE Camp Agreement for the YMCA for an additional year.

8. Award Bid to Musco Sports Lighting through Buyboard Purchasing Cooperative for
Baseball Field Lighting Improvements
Presenter: Jeffrey Snyder, City Manager
This agenda item would authorize the purchase of field lighting from Musco Company for
Wilhelm and McMillan Baseball Fields in City (Broadway) Park.
Option 1:

Option 2:

9. Approve Temporary and Permanent Easement Agreement between the City of
Plainview, Hale County and Hale County Soil and Water Conservation District for NRCS
Dam Site No. 4 Rehabilitation Proiect
Presenter: Jeffrey Snyder, City Manager
In April 2014, the City Council authorized the submittal of a grant application to the NRCS
Flood Control Dam Grant Program to rehabilitate the NRCS floodwater retarding structure
No. 4 of the Lower Running Water Draw Watershed that has an estimated cost of $4.6
million. The purpose of this agenda item would be to authorize a new Permanent
Easement and Temporary Easement Agreement between the property owner and the
sponsors where the dam site is located.
