Chambers, 202 W. 5th Street, Plainview, Texas.
Mayor Pro Tern Susan Blackerby presided. Council Members present were Mary
Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3,
Gary House -District 4, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Mayor
Charles Starnes was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Jeff Johnston -Assistant City Manager, David Ellis -Information Technology Specialist, Tim
Crosswhite-Di rector of Public Works, Derrick Watson -Police Chief, Bobby Gipson -Fire
Chief, Kristi Aday-Economic Development Director, Neil Weems -Assistant Director of
Public Works, and Belinda Hinojosa-City Secretary

5. A Resolution of the City of Plainview, Texas as Hereinafter Referred to as
"Applicant," Designating Certain Officials as Being Responsible for, Acting for, and on
Behalf of the Applicant in Dealing with the Texas Parks & Wildlife Department, Hereinafter
Referred to as "Department," for the Purpose of Participating in the Local Grant Program,
Hereinafter Referred to as the "Program"; Certifying that the Applicant is Eligible to
Receive Program Assistance; Certifying that the Applicant Matching Share is Readily
Available; and Dedicating the Proposed Site for Permanent Public Park and Recreational
Uses. (Resolution R22-570)

This Resolution authorizes staff to submit a grant application to the Texas Parks and
Wildlife Department Local Parks Grant Program for the Regional Park Baseball/Softball
Field Athletic Complex Project, Phase 2.

6. Authorize purchase 2022/2023 Freightliner Brush Truck Wild Land Fire
Suppression Apparatus.
Presenter: Bobby Gipson, Fire Chief
Authorize purchase of a Freightliner Wild Land Brush Truck from DACO Fire Equipment
for a total price of $210,951

7. Award of Bid for the Surplus Property located at 114 Yucca Terrace and authorize
Mayor to sign necessary documents

Award bid to Brent Richburg in the amount of $7,500 for 114 Yucca Terrace.

8. Convene into closed session pursuant to Texas Gov't Code § 551.087 to discuss
or deliberate regarding an offer of a financial or other incentive to a business prospect
that the City seeks to have locate, stay, or expand in or near the territory of the City of
Plainview.

9. Convene into closed session pursuant to Texas Gov't Code § 551.072 to deliberate
the purchase, exchange, lease or value of real property, the public discussion of which
would not be in the best interest of the City's bargaining position with third parties.

Mayor Pro Tern Blackerby opened meeting at 8:13 p.m. and announced no action would
be taken.
