Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Staff members present were: Jeffrey Snyder -City Manager, Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information Technology, Sarianne Beversdorf- Director of Finance, Tim Crosswhite-Director of Public Works, Derrick Watson -Chief of Police, Bobby Gipson -Fire Chief, Kristi Aday-Director of Economic Development, Neil Weems -Assistant Direct of Public Works, Melinda Brown -Main Street Manager, Bill Bridgwater -Police Captain, Brock Lively -Landfill Superintendent, Jimmie Collins -Streets Superintendent, Ricky Summers -Parks Superintendent and Belinda Hinojosa-City Secretary Invocation — Mayor Charles Starnes 2. A Resolution of the City Council of the City of Plainview, Texas, Approving the Request for Noah's Run Director to Host the Noah's Run Event; Authorizing the Filing of the Agreement for the Temporary Closure of State Right -Of -Way with the Texas Department of Transportation for This Event; Declaring that the Event Serves a Public Purpose; and Agreeing to Comply with Regulations. (Resolution R22-573) Presenter: Derrick Watson, Chief of Police This Resolution authorizes Noah's Run Event and authorizes filing of agreement with TxDOT for closure of State right-of-way Public Comment: None Motion: Move to approve Resolution R22-573 Motion by Mayor Pro Tern Blackerby, seconded by Council Member Weiss Vote: 8-0 Motion carried. 3.
